On this issue, Minister of Education Chen Baosheng said at the press conference of the Press Center of the Fifth Session of the 12th National People's Congress that we do not have the social foundation and social consensus to develop 12 compulsory education.

The first reason has to do with money.

In recent years, public opinion is a bit "free", not only education, but also medical care, and there are often voices calling for free medical care. Government money is all taxes and fees of citizens. Wool comes from sheep, there is no free lunch in the world, and the cost of government paying the bill is not low. There are costs in the process of collecting money and spending money. Most of those who tried 12 years and 15 years of free compulsory education were economically developed areas.

The second reason is related to the right to choose.

It is not uncommon for neighbors not to send their children to kindergarten. In recent years, the economic development and the change of parents' consciousness have created conditions for many families not to send their children to kindergarten in terms of material and concept. Some parents choose to educate their children themselves instead of sending them to kindergarten. If it is compulsory education, children must go to kindergarten, otherwise it is illegal.

From the experience of developed countries, it is a trend to incorporate compulsory education into senior high schools. However, the current reality is that children in cities will basically go to high school; Children who don't go to high school in rural areas either find it useless to study or have financial difficulties at home. At present, it may be more reliable to increase funding for those students who want to go to high school or technical school but can't afford it.

The third reason is the imperfection of nine-year compulsory education.

Last year, it was reported in the news that more than 40 teenagers in Honghe Town, Xiuzhou District, Jiaxing City, Zhejiang Province had an armed fight, resulting in a boy of 16 years old being killed by five or six teenagers. Most of these fighting children are in the compulsory education stage, but they drop out of school for various reasons and have no obligation to receive education. Minister Chen Baosheng also said at the press conference that the number of students enrolled in compulsory education in 20 16 years exceeded10.40 billion, and the consolidation rate of compulsory education was 93.4%. In other words, there are still about 9 million children who have not fully received compulsory education.

In fact, there are two reasons why the society pays attention to the length of compulsory education: first, it is difficult for urban kindergartens to enter the park, and the pressure of the senior high school entrance examination is great; Second, children in poor areas either don't go to school or can't afford kindergartens and high schools. In this sense, the problem to be solved is not whether the length of compulsory education is extended, but the improvement of the consolidation rate of compulsory education, the enrollment of kindergartens and high schools, and the schooling of children in poor areas and families. It seems more reliable to solve these problems than to extend the period of compulsory education.
