Procedure:

I. Overview of the Project

1. Project name: Examination and approval items for the change and termination of private schools (institutions) approved by the District Education Bureau.

2. Time limit for commitment:

(1) The District Education Bureau shall give a written reply within three months (except legal holidays) from the date of acceptance of the application for separation or merger of private schools;

(2) If a private school applies for changing its name, level and category, the District Education Bureau shall give a written reply within three months from the date of acceptance;

(3) If the person in charge of a private school applies for change, the District Education Bureau shall give a reply within one month from the date of acceptance.

(4) If the sponsor of a private school applies for change, the District Education Bureau shall give a reply within three months from the date of acceptance.

Second, the approval process

(A) the division and merger of private schools

1, the school carries out financial liquidation. The school employs a qualified accounting firm to conduct a comprehensive liquidation of the assets, debts and financial revenues and expenditures in the course of school operation, and form a liquidation report. If there are students in school, we should make a good placement plan to ensure a smooth transition of students.

2, the school board of directors or the board of directors of the school division or merger, there are corresponding meeting minutes and signed by all the board of directors or board members. The school board of directors or the board of directors will report the application for school division or merger, the minutes of relevant meetings of the board of directors or the board of directors, the school liquidation report, and the students' smooth transition resettlement plan to the Municipal Education Bureau, and the Municipal Education Bureau will give a written reply within three months from the date of acceptance.

3. The District Education Bureau agreed in the first instance that the school should fill in Annex 2: Registration Form for Organizers (Sponsors) of Social Forces Education Institutions in Sichuan Province (attached) and report it to the District Education Bureau.

4. With the approval of the District Education Bureau, the school will submit the original and photocopy of the People's Republic of China (PRC) (People's Republic of China (PRC)) Social Forces School License to the District Education Bureau.

5. The District Education Bureau shall renew the school license within 5 working days.

Changes in organizers of private schools

1, after the sponsor puts forward, the school will carry out financial liquidation. A qualified accounting firm shall conduct a comprehensive liquidation of the assets, debts and financial revenues and expenditures during the school's operation, and form a liquidation report. If there are students in the school, there should be corresponding solutions.

2, the board of directors or the board of directors to change the school organizer, there are corresponding meeting minutes and all the board of directors or board members signed.

3. The school board of directors or the board of directors will change the sponsor's application, the minutes of relevant meetings of the board of directors or the board of directors, the school liquidation report, and the student solution to the Municipal Education Bureau.

4, the District Education Bureau from the date of acceptance, private primary and secondary schools within three months, private education institutions to give a reply within one month.

5. The District Education Bureau agreed in the first instance that the new board of directors of the school or the board of directors should have relevant meeting minutes (members' signatures and seals) for the change sponsor, and provide materials to prove the legal identity and economic ability of the new sponsor, such as the business license, asset appraisal report (source and amount) and financial revenue and expenditure audit report for the last three years.

6. The new sponsor submits a letter of commitment, accepts the responsibilities, rights and obligations of the original sponsor to the school, teachers and students, and has the corresponding notarial certificate.

7. The school shall fill in the following attachments as required and submit them to the District Education Bureau:

"Registration Form of Sponsor (Sponsor Citizen) of Social Forces Education Institutions in Sichuan Province"

"Registration Form of Full-time School (College) Director (Legal Representative, Person in Charge) of Sichuan Social Forces Education Institutions"

8. After being approved by the District Education Bureau, the school shall file with the District Education Bureau with the original "People's Republic of China (PRC) Private School Permit".

9. The District Education Bureau will renew the school license within 5 working days.

(3) the change of the name of a private school

1. The school sponsor submits a written application, and the board of directors or the board of directors agrees and has the minutes of the meeting (signature and seal), and reports the application and the minutes of the meeting to the District Education Bureau.

2. The District Education Bureau shall give a reply within three months from the date of acceptance.

3. The District Education Bureau agreed in the first instance that the school should fill in the Registration Form for the Change of Running a School by Social Forces as required and report it to the District Education Bureau.

4. With the consent of the District Education Bureau, the school will submit the original "People's Republic of China (PRC) Private School License" to the District Education Bureau.

5. The District Education Bureau shall renew the school license within 5 working days.

(four) the change of the person in charge of the private school

1. The school submits a written application, and the board of directors or the board of directors agrees and has the minutes of the meeting (signature and seal). The application and meeting minutes shall be submitted to the District Education Bureau for approval.

2. The District Education Bureau shall reply within 15 working days from the date of acceptance.

3. The school shall fill in Annex 3: Registration Form of Full-time School (School) Directors (Legal Representatives and Responsible Persons) of Sichuan Social Forces Education Institutions (sample form is attached) and submit it to the examination and approval authority. After approval, the District Education Bureau will notify the school in writing within 15 days.

4. The board of directors or the Council formally appoints new school directors and completes the handover.

(V) Changes in the levels and categories of private schools.

1. The school applies, and the board of directors or the Council agrees (signs and seals) and reports it to the district education bureau. If it is changed to an institution of higher learning, it must also be reported to the Provincial Department of Education for approval.

2, the District Education Bureau within three months from the date of acceptance (excluding the time required to report to the Provincial Department of Education for approval) to give a reply.

3. After being approved by the District Education Bureau, the school shall file with the District Education Bureau with the original "People's Republic of China (PRC) Social Forces School License".

4. The District Education Bureau shall renew the school license within 5 working days.

(6) Termination of private schools.

1. If a private school terminates itself, it shall organize liquidation.

(1) The school employs a qualified accounting firm to conduct a comprehensive liquidation of the assets, debts and financial revenues and expenditures during the school's running period, and form a liquidation report. If there are students in school, there should be plans to arrange them to continue their studies.

(2) The school board of directors or the board of directors should have corresponding meeting minutes and the signatures of all directors or board members.

(3) The school board of directors or the board of directors will terminate the application for running a school, the minutes of relevant meetings of the board of directors or the board of directors, the school liquidation report and the student placement plan and report them to the District Education Bureau.

(4) Paying off the school property in the following order: (1) Tuition fees, miscellaneous fees and other expenses of the educated shall be refunded; (2) The salaries of teaching and administrative staff and the social insurance fees payable; (3) Repaying other debts. The remaining property after paying off the above debts shall be disposed of in accordance with the provisions of relevant laws and administrative regulations.

The donated property or charitable trust property of private schools shall continue to be used for the development of education in accordance with the provisions of the donation or charitable trust agreement.

(5) Make proper arrangements for students to continue their studies.

(6) The District Education Bureau approves the termination of running the school and notifies the school in writing.

(7) The school will return the school license and seal to the District Education Bureau for cancellation and destruction.

(8) The school cancels the registration of non-enterprise legal person, organization code certificate, fee license and other registration items in relevant departments.

2. If a private school is revoked by the District Education Bureau according to law, it shall be liquidated by the District Education Bureau.

3. If a private school is terminated due to insolvency, the people's court shall organize liquidation.
