1. The competent bureau of the employing unit shall submit the reports, resumes, preparation and use notices and personnel files of the transferred personnel and cadres to the regional personnel bureau.

After being audited by the Comprehensive Planning Department of the Regional Personnel Bureau, the qualified personnel to be transferred shall be submitted to the meeting of the regional personnel leading group and the office meeting of the director of the regional personnel bureau for deliberation.
3. The personnel transfer decided by the regional personnel leading group meeting and the office meeting of the director of the regional personnel bureau shall be issued by the regional personnel bureau to the competent bureau of the employer with relevant personnel transfer documents.
4. The employing unit transfers the personnel files to the Comprehensive Planning Department of the Personnel Bureau to receive the quadruple orders and handle the handover procedures.
5, other provinces, states, corps, counties (cities) transferred to the directly affiliated units of the personnel, by the comprehensive planning department to mobilize the original location of the personnel department to send a letter of cadre mobilization.
6. The Comprehensive Planning Section of the Regional Personnel Bureau will introduce the cadre administrative and wage relations issued by the original unit of the transferred personnel to the current employer, and the employer will handle the wage relations with the salary and welfare retirement section of the Regional Personnel Bureau with the administrative and wage introduction letter.
