Xi 'an will adhere to classified guidance, implement classified tuition management according to the cost of running a school, development orientation, social recognition and effectiveness of running a school, strengthen the supervision of fees, curb excessive profit-seeking, and gradually and orderly promote the reform of private education fees.
It is understood that these measures are applicable to non-profit private senior high schools, junior high schools, primary schools (hereinafter referred to as private primary and secondary schools) and non-profit private kindergartens (hereinafter referred to as private kindergartens) approved by the education administrative department of Xi.

It is understood that private primary and secondary schools can charge tuition fees for educated people and accommodation fees for students staying in school; Private kindergartens can charge children protection education fees.
Private kindergartens provide convenience for children's education and life in the park, and the service fee that can be charged is meal fee; The fees that can be charged include medical examination fees and insurance premiums.
Private primary schools can charge service fees for meals; Private junior high schools can charge the registration fee for the junior high school graduation entrance examination and the service fee for meals; Private high schools can charge fees on behalf of ordinary colleges and universities, such as examination registration fees, textbook fees, physical examination fees, etc., and the service fee that can be charged is meal fees.
"New students use new methods, old students use old methods"
Tuition and accommodation fees for private primary and secondary schools are charged by semester; Service charges and agency charges should follow the principle of "parents of students voluntarily, truthfully charge, unprofitable, timely settlement and regular announcement". Private kindergartens charge monthly or by semester, and may not charge across semesters.
Private primary and secondary schools and kindergartens that set or adjust the standards of tuition, education and accommodation fees shall be implemented from the new semester in September of that year when the standards of tuition, education and accommodation fees are set or adjusted, and the "new methods for freshmen and old methods for students" shall be implemented.
Tuition fees of private primary and secondary schools are managed by classified fees under the guidance of the government. All private primary and secondary schools should reasonably determine the tuition standard according to the cost of running a school under the premise of not exceeding the highest standard of the charging category according to the charging category of their respective schools. Accommodation fee: the market-adjusted price is implemented. Schools should independently determine the accommodation standards according to the per capita accommodation operating costs, and send a copy of the accommodation operating costs and standards to the development and reform, education and market supervision departments, and make them public before implementation.
Private kindergarten education fees shall be regulated by the market. Private kindergartens enjoying government financial subsidies and kindergartens organized by government and social capital cooperation (PPP mode) implement classified price limit management.
After the tuition standard of private primary and secondary schools is determined, it shall not be adjusted within three years. For private primary and secondary schools that meet the conditions for tuition adjustment, the adjustment range of tuition standard shall not exceed 25%.
The application for tuition and miscellaneous fees for private primary and secondary schools and kindergartens should be completed before the end of the current year 1. The formulation or adjustment of tuition fees, education fees and accommodation fees shall be completed before the announcement of enrollment in that year, and shall be announced to the public together with the announcement of enrollment. Private primary and secondary schools and kindergartens that have announced the charging standards to the public may not adjust the charging standards again in that year.
There is no refund if the school starts for more than 3 months.
Private primary and secondary schools shall implement the following provisions on refund of fees:
If you apply to drop out of school before the start of school, the school should refund all the tuition and accommodation fees charged. 70% of the tuition and accommodation fees will be refunded within 1 month (including 1 month) if you apply to drop out after the start of school; /kloc-50% for those who are over 0/month but less than 2 months (including 2 months); Retirement for more than 2 months and less than 3 months (including 3 months) is 40%; No refund for more than 3 months.
Private kindergartens implement the following refund provisions:
If a child withdraws (turns) from the park for some reason, the kindergarten with monthly payment shall be implemented. If the number of days of children in the park in that month is less than half (including half) of the legal working day in that month, it shall be refunded according to 50% of the payment amount of education fees; More than half of the legal working days of the month will not be refunded. Kindergartens that pay fees by semester shall implement the monthly fee refund regulations with reference to the above-mentioned monthly fee refund policy, and the remaining monthly teaching fees shall be fully refunded.
If children can't enter the park normally due to personal reasons, kindergartens that pay monthly fees and children spend less than half (including half) of the statutory working days in that month will be refunded according to no more than 50% of the payment amount of education fees, which will be determined by the kindergarten and parents through consultation; More than half of the legal working days of the month will not be refunded. The money paid according to the provisions of the semester will be refunded according to the above methods.
If students drop out of school because of publishing false enrollment brochures or enrollment advertisements, kindergartens shall refund all the fees charged. Kindergarten in violation of state regulations, publishing and distributing false enrollment brochures (advertisements) or other reasons for running the park, the kindergarten shall refund the paid education fees in full according to the actual number of days.
Increasing fees without authorization will be severely punished.
Private primary and secondary schools and kindergartens shall, in accordance with the provisions of the market supervision department, publicize the charging items, charging standards, charging basis, charging subjects, charging objects, preferential provisions for reduction and exemption, telephone hotlines and other related contents to the society by setting up bulletin boards, publicity columns and publicity walls, and take the initiative to accept the supervision of parents and society.
City, district and county market supervision departments shall, jointly with the education, development and reform departments, check the implementation of private primary and secondary schools and kindergartens in a "double random and open" way every year.
Those who set up charging items without authorization, raise charging standards, expand charging scope and do not copy and publicize charging standards in accordance with the provisions of these administrative measures shall be severely punished in accordance with relevant laws and regulations.
