Chapter I General Provisions Article 1 In order to effectively prevent and control dust pollution, improve the quality of atmospheric environment, safeguard public health and promote the construction of ecological civilization, according to the Law of People's Republic of China (PRC) on the Prevention and Control of Air Pollution, the Regulations on the Prevention and Control of Air Pollution in Hebei Province, the Decision of the Standing Committee of the People's Congress of Hebei Province on Strengthening the Prevention and Control of Dust Pollution and other laws and regulations, combined with the actual situation of this province. Article 2 These Measures shall apply to the prevention and control of dust pollution and its supervision and management activities within the administrative area of this province. Article 3 The prevention and control of dust pollution shall follow the principles of source control, planning first, highlighting key points, combining prevention and control, government leading and public participation. Article 4 The people's governments at or above the county level shall strengthen their leadership in the prevention and control of dust pollution, formulate special plans for the prevention and control of dust pollution, and establish and improve the overall coordination, long-term management and funding guarantee mechanism for the prevention and control of dust pollution. Article 5 The competent department of ecological environment shall exercise unified supervision and management over the prevention and control of dust pollution within their respective administrative areas.

Housing and urban construction, natural resources, transportation, urban management, industry and information technology, agriculture and rural areas, water administration and other departments shall supervise and manage the prevention and control of dust pollution within their respective responsibilities.

Township people's governments and sub-district offices shall do a good job in the prevention and control of dust pollution within their respective jurisdictions. If dust pollution is found, it shall be stopped in time and reported to the departments responsible for the supervision and management of dust pollution prevention and control. Article 6 The competent department of ecological environment shall, according to the special plan for the prevention and control of dust pollution, formulate the overall plan for the prevention and control of dust pollution, and organize its implementation after being approved by the people's government at the corresponding level.

Other departments responsible for the supervision and management of dust pollution prevention and control shall, according to the overall planning of dust pollution prevention and control, formulate their own work plans for dust pollution prevention and control, and clarify the work objectives, main tasks and completion time limit. , and organize the implementation. Article 7 Enterprises, institutions and other producers and operators shall fulfill their main responsibilities for the prevention and control of dust pollution, formulate implementation plans for the prevention and control of dust pollution, implement measures for the prevention and control of dust pollution, pay environmental protection taxes according to law, and bear responsibilities for the damage caused by pollution according to law. Eighth people's governments at or above the county level shall encourage and support enterprises and institutions to develop, popularize and apply new technologies, new processes and new equipment to prevent and control dust pollution; Encourage and support industry associations to formulate and implement professional standards for dust pollution prevention and control, and strengthen self-discipline management. Ninth people's governments at all levels and relevant departments should strengthen publicity and education on the prevention and control of dust pollution, and promote public participation in the prevention and control of dust pollution.

The news media should strengthen the public welfare propaganda of dust pollution prevention and control, and supervise the illegal acts of dust pollution by public opinion. Chapter II Preventive Measures Article 10 Construction projects shall take effective measures to prevent and reduce dust pollution and ensure that the emission of dust pollutants on the construction site meets the national and provincial pollutant emission standards.

The emission standard of dust pollutants in this province is formulated by the Provincial Department of Ecology and Environment in conjunction with the Provincial Market Supervision Administration, and announced to the public after being approved by the provincial government. Eleventh construction projects within a planned urban area shall meet the following dust-proof requirements:

(a) set up publicity boards at the entrance and exit of the construction site to publicize information such as environmental protection supervisors, dust control measures, dust supervision and management departments, and complaint telephone numbers;

(2) A hard enclosed enclosure or fence shall be set around the construction site, the height of which shall be no less than 2.5m in the main road section and no less than1.8m in the general road section, and an overflow prevention seat of no less than 0.2m shall be set at the bottom of the enclosure;

(3) Harden the entrances and exits of the construction site, the construction roads in the field, the material processing and stacking area, the office area and the living area, and keep the ground clean and tidy;

(four) set up vehicle cleaning facilities at the exit of the construction site, and set up drainage and mud sedimentation facilities, and the vehicles can only be driven out after being washed clean;

(five) in accordance with the provisions of the use of ready-mixed concrete, ready-mixed mortar and other building materials, only on-site mixing, dust prevention measures should be taken;

(6) Dust-proof measures such as sealing or covering shall be taken when piling up powdery and granular building materials such as cement, lime soil, sand and gravel, and building earthwork on the construction site, and dust-proof measures shall be taken when loading, unloading and handling;

(seven) construction waste should be cleaned up and transported in time, and if it is piled up on the site, it should be piled up in a centralized way and dust-proof measures such as sealing or covering should be taken;

(8) Install the video monitoring equipment and online monitoring equipment of dust pollutants on the construction site synchronously, and connect them with the monitoring equipment of the competent department of construction and the competent department of ecological environment respectively, and ensure the normal operation of the system. Failure shall be repaired within 24 hours;

(nine) other measures for the prevention and control of dust pollution as prescribed by laws, regulations and rules.

People's governments at all levels shall refer to the above provisions, actively promote the prevention and control of dust pollution in rural construction projects, and reduce dust pollution. Twelfth housing construction projects in urban planning areas, in addition to the relevant provisions of article eleventh of these measures, should also meet the following dust requirements:

(a) in the process of earthwork construction, reasonable control of earthwork excavation and detention time, dust-proof measures such as sprinkling and spraying should be taken on the operation surface, dust-proof measures such as surface compaction and covering should be taken on the completed operation surface and exposed ground that has not been operated, and exposed soil that has been piled up for more than eight hours without disturbance should be covered;

(two) the main operation layer of the project should be closed with a dense mesh safety net and kept clean, firm and intact;

(three) keep the building clean and tidy, and sprinkle water to prevent dust when cleaning;

(4) When working high above the ground, the construction waste on the construction floor should be transported by closed pipeline or bagged by vertical lifting machinery, and it is forbidden to throw it at high altitude;

(5) During decoration construction, dust-proof measures such as sealing, covering and spraying shall be taken when mechanical chiseling and cleaning operations are carried out at the construction site.
