The circular requires that fresh junior high school graduates should be diverted to ordinary high schools and secondary vocational schools in an orderly manner, and in principle, 50% of fresh junior high school graduates should be diverted to secondary vocational schools. We will continue to strictly implement the "three-limit" policy for ordinary high schools to recruit students who choose schools, and further reduce the proportion of "three-limit" enrollment. The proportion of high-quality ordinary high school enrollment plan allocated to junior high schools in the region should gradually reach 50% of ordinary high school enrollment.
The notice requires that education administrative departments at all levels and enrollment institutions should implement the annual examination system for the qualifications of secondary vocational schools, publish the list of secondary vocational schools with qualifications for holding academic education, enrollment plans, enrollment majors and other information in accordance with the principle of territorial management, and accept social supervision. It is necessary to strictly manage the release of enrollment information, put an end to false enrollment information, and prohibit departments and localities from protecting, grabbing students and "paying" enrollment. The illegal enrollment behavior should be corrected in time, and if the circumstances are serious, it should be hell to pay. It is necessary to speed up the construction of student management information system in secondary vocational schools and improve the electronic registration system of student status. Local education administrative departments and schools at all levels should formulate specific measures, focusing on strengthening the student status management of internship students, cooperative training students, part-time students and teaching points (classes) students in secondary vocational schools.
The circular also calls for the active, steady and orderly implementation of relevant policies for children of migrant workers in the region to take the senior high school entrance examination and receive high school education. Encourage ordinary high schools and secondary vocational schools to actively recruit disabled students through regular classes and special education classes to create favorable conditions for their employment and further studies. Continue to run high school classes and secondary vocational classes in Tibet and Xinjiang in the Mainland.
