Main responsibilities:

(a) to implement the education policies, laws and regulations of the party and the state, organize the drafting of local laws and regulations on education, and promote the legal construction of the education system.

(II) To be responsible for the overall planning of education in the whole province, undertake the investigation and policy research on major issues of education reform and development, formulate policies on education reform and development in the whole province and organize their implementation, formulate school setting standards in conjunction with relevant departments and supervise their implementation, and be responsible for the statistics, analysis and release of basic education information in the whole province.

(3) To guide, supervise and inspect the political, ideological and organizational construction of the Party in schools in the whole province, and the education system in the whole province shall fulfill the main responsibility of strictly administering the Party in an all-round way, and cooperate with the United Front Work Department of the Provincial Party Committee to do a good job in the United Front Work in colleges and universities.

(four) to guide the safety and stability of the education system in the province, to be responsible for the safety supervision and management of the education system, to urge the relevant subjects of the education system to implement the responsibility for production safety, and to organize or cooperate with the investigation and punishment of dereliction of duty or illegal acts in school safety management.

(five) the overall management of the department's education funds, participate in the formulation of education funds, education funding, education infrastructure investment policies and supervise the use, and guide the internal audit of the education system.

(six) responsible for promoting the balanced development of basic education, and promoting education equity. Formulate the basic requirements and teaching documents of basic education and fully implement quality education.

(seven) take the lead in formulating the establishment methods, basic teaching requirements and basic teaching documents of vocational schools, and guide the educational reform, vocational guidance and evaluation of vocational schools. Coordinate the construction of continuing education system.

(8) Coordinating and guiding the higher education and scientific research work in the province, guiding the construction of first-class universities and first-class disciplines jointly with relevant departments, being responsible for reviewing the establishment, renaming, cancellation and adjustment of institutions of higher learning, formulating enrollment plans for institutions of higher learning jointly with relevant departments and organizing their implementation, and guiding the professional setting of institutions of higher learning and the evaluation of the development of higher education.

(nine) to guide the ideological and political education, moral education, sports health and art education, labor education and national defense education in schools.

(ten) responsible for the construction of the province's education talent team. Guide the construction of teachers' morality and style in the province. Organize and guide the implementation of the teacher qualification system, and participate in the formulation of policies such as school establishment, post and salary.

(eleven) responsible for the province's academic management, to participate in the formulation of employment policies for graduates of ordinary colleges and universities, and to guide the employment and innovation of college students.

(twelve) to guide the international cooperation and exchange of the education system in our province, take the lead in organizing the study abroad and studying in China, carry out educational cooperation and exchange with Hong Kong, Macao and Taiwan, and guide the international promotion of Chinese.

(thirteen) responsible for the development of the province's school textbook construction planning and management system, responsible for textbook construction, textbook review and use management.

(fourteen) responsible for the province's language work, to guide the standardization of language.

(fifteen) responsible for the implementation of the national degree system and the province's degree and postgraduate education.

(sixteen) to guide the education supervision work in the province, and organize the implementation of education supervision and evaluation, inspection and acceptance, quality control and other work according to law.

(seventeen) to complete other tasks assigned by the provincial party committee and government.

(18) functional transformation. Implement the general requirements of the CPC Central Committee on strengthening the party building work in schools and the provincial party committee on building a "clean Zhejiang", perform the duties of guiding and supervising the party building work in schools, guide and urge the education system in the whole province to fulfill the main responsibility of strictly administering the party in an all-round way, and improve the level of party building. We will further promote the reform of "running at most once" in the field of education in the province, further promote the sharing of educational data resources, further promote the reduction of items and materials, adhere to the design of educational reform plans from the perspective of the masses, clarify the reform objectives, and improve the quality and convenience of educational services.

Strengthen the management of the use of teaching materials in schools at all levels, adhere to the socialist direction of running schools, and enhance the ideological, scientific and contemporary nature of teaching materials. Strengthen the responsibility of educational supervision, strengthen the overall planning, comprehensive coordination and management of private education, continuously improve the quality of education, promote educational equity, promote the development of educational science, and ensure the implementation of the party's educational principles and policies.
