(a) to publicize and implement the laws, regulations and policies of the state on nature reserves;
(two) the preparation of the overall planning, construction and development planning and various management systems of protected areas, and organize their implementation;
(three) to protect the natural resources and ecological environment of protected areas, and organize forest fire prevention and forest pest control;
(4) Preserving, saving and breeding precious and rare biological species, and establishing archives of natural resources;
(five) to carry out publicity and education activities in protected areas and establish a demonstration base for popular science;
(six) according to the relevant provisions of the state audit procedures, responsible for the management and guidance of personnel entering the area;
(seven) the organization of scientific research, teaching, ecological environment monitoring and visits, inspection, tourism and other activities.
(eight) to investigate and deal with illegal acts of destroying protected areas according to law. Article 5 The construction and management of protected areas shall adhere to the principles of scientific planning, standardized construction, strict protection, effective management, sustainable development and sustainable utilization. Article 6 The construction and management of protected areas shall be incorporated into the national economic and social development plan of Daxinganling. The administrative department in charge of protected areas shall strengthen the construction of fire prevention, scientific research and other infrastructure in protected areas. Seventh local people's governments should strengthen the leadership of forest fire prevention work in protected areas, and be responsible for fire monitoring and forecasting, forest fire fighting and regional fire prevention command; Protected area management bureau is responsible for the fire patrol, fire source monitoring and daily prevention management of protected areas. Article 8 The Administration of Protected Areas shall, in accordance with the approved overall plan, set up signs in the core area, buffer area and experimental area and make an announcement. No unit or individual may move or destroy the signs. Article 9 No unit or individual may enter the core area except for the daily work of the management personnel of the reserve management bureau. If it is necessary for scientific research to enter the core area to engage in scientific research, observation and investigation activities, it shall submit an application and activity plan to the reserve management bureau in advance, and report to the competent forestry department of the State Council for approval after being audited by the administrative department of the reserve. Article 10 Tourism, production and business activities are prohibited in the buffer zone. Due to the needs of teaching and scientific research, with the approval of the reserve management bureau, you can engage in nondestructive scientific research, teaching practice and specimen collection activities. Eleventh in the experimental area to carry out visits and tourism projects, the protected area management bureau put forward a plan, which was audited by the administrative department of the protected area and reported to the competent forestry department of the State Council for approval. Twelfth units and individuals that need to enter the protected area for scientific research, teaching practice, exploration, film and television photography and other activities, should hold the relevant approval documents to the protected area management bureau for entry permit. Thirteenth people entering the protected area shall abide by the relevant provisions of the protected area, accept the management of the protected area managers, and shall not go beyond the prescribed scope, and shall not pollute the environment or destroy natural resources and facilities. Fourteenth units and individuals engaged in scientific research, specimen collection, teaching practice and other activities in the protected areas shall submit a copy of the results of the activities to the protected areas management bureau. If it is really necessary to collect specimens for scientific research, it shall be approved by the reserve management bureau and collected in a limited amount in the designated area. Fifteenth units and individuals engaged in scientific research, teaching practice, exploration, specimen collection and other activities in the protected area shall use the resources of the protected area for compensation according to law, and the fees collected shall be used for the construction and management of the protected area. Article 16 Cutting down, building factories, hunting, fishing, grazing, land reclamation, mining, burning wasteland, quarrying, collecting herbs and dredging are strictly prohibited in the protected areas.
It is forbidden to collect Pinus massoniana seeds in protected areas. If the seeds of Pinus elliottii need to be collected for scientific research, they shall be collected in limited quantities in the experimental area with the approval of the reserve management bureau. Seventeenth publishing related materials, film and television feature films, pictures, albums, etc. , should provide archive books and copies to the reserve management bureau. Article 18 A public security organ shall be established in the protected area, under the administrative leadership of the Protected Area Administration, and under the guidance and supervision of the public security organ of the administrative office in Daxinganling area. Its duties are: to protect the natural resources and state property of the protected areas, maintain public order in the protected areas, and investigate and deal with cases that damage the protected areas according to law. Nineteenth units and individuals that have made remarkable achievements in the protection, construction, management and scientific research of protected areas shall be commended and rewarded by the protected area management bureau or its administrative departments. Twentieth in violation of the provisions of this Ordinance, one of the following acts, the protected area management bureau shall order it to stop the illegal act, make corrections within a time limit, and may impose a fine according to the following provisions:
(a) to move or destroy the landmarks of the protected areas, and impose a fine of more than 5000 yuan 1000 yuan;
(two) unauthorized entry into the reserve, punishable by a fine of 100 yuan 1000 yuan;
(three) engaged in scientific research, film and television shooting, specimen collection activities are not required to submit a copy of the results, punishable by a fine of 5000 yuan or more;
(four) damage to the facilities and equipment in the protected area, and impose a fine of twice the value of the damaged facilities and equipment;
(five) without the approval of the construction of engineering facilities in the protected area, the protected area management bureau shall order it to dismantle, restore to its original state or take other remedial measures within a time limit, and impose a fine of twice the illegal project cost;
(VI) Units and individuals engaged in logging, building factories, hunting, fishing, grazing, reclamation, mining, burning wasteland, quarrying, collecting herbs, dredging and other activities in protected areas shall be punished in accordance with the provisions of Article 35 of the Regulations of People's Republic of China (PRC) Nature Reserve;
(seven) unauthorized collection of Pinus elliottii seeds in protected areas, confiscate the seeds, and impose a fine of 0+65438 times more than 3 times the value of the seeds.
