Main responsibilities (part):
1. Implement the principles, policies, laws and regulations of the Party and the state on education, and be responsible for drafting relevant local regulations and supervising their implementation.
2, formulate the city's education system reform policy and education development plan, be responsible for the overall planning and coordinated management of all kinds of education at all levels, guide the education and teaching reform of all kinds of schools at all levels and the adjustment of the layout structure of primary and secondary schools, organize the examination and approval of provincial textbooks, be responsible for the statistics, analysis and release of the basic information of the province's education system, and guide the construction of educational informatization.
3, responsible for the macro guidance and coordination of compulsory education, promote the balanced development of compulsory education in the province, promote education equity, guide the work of ordinary high school education, preschool education and special education, promote the teaching reform of basic education, and fully implement quality education.
4, co-ordinate and guide the province's education supervision work, responsible for organizing and guiding the supervision, inspection, evaluation and acceptance of secondary and below secondary education and eliminating illiteracy among young people, guiding and monitoring the development level and quality of basic education.
5 to guide the development and reform of employment-oriented vocational education, guide the construction of teaching materials and vocational guidance for secondary vocational education, and organize the implementation of free secondary vocational education in ethnic areas.
Part of the responsibilities of the Ministry of Education are:
1. Fully implement the educational principles, policies and regulations of the Party and the state, study and formulate specific principles and policies for ethnic education, and organize their implementation.
2, study and formulate the national education development plan and annual development plan, formulate the focus, scale, speed and steps of education development, organize, guide and coordinate the implementation of the national education development plan, annual plan, education system reform and school-running system reform.
3, responsible for the national basic education (including preschool education), special education, vocational and technical education, after-school education, adult education, higher education (including social forces running schools), coordination, guidance and supervision of the education work of districts, counties (townships) and relevant departments.
4, responsible for the construction of national teachers and education administrative cadres, responsible for the national primary and secondary school principals qualification; Participate in the formulation of relevant policies and rules and regulations on personnel management in the national education system; Guide the reform of education and personnel system, and organize the implementation of employment distribution for graduates of normal universities.
5, overall management of the department's education funds; To participate in the formulation of rules, regulations and measures on education fund raising, education loans, education fees and education infrastructure investment;
According to the growth principle of education funds determined by the CPC Central Committee, the State Council, the province and the state, monitor the collection and use of education funds in all districts and counties (prefectures), and manage the funds and state-owned assets of national education capital construction and affiliated educational institutions according to relevant regulations; Guide the work-study program and school-run industrial work within the national education system.
6. Be responsible for the adjustment of network layout planning of various schools in China, and the management of school infrastructure, school buildings, school property and educational land. Responsible for the management of national academic education and examination work. Work with relevant departments to study and formulate enrollment plans for schools of all levels and types throughout the country. Responsible for continuing education, adult self-study exams, and eliminating illiteracy among young people.
