(1) Professional and technical personnel who are engaged in professional and technical work in professional and technical posts in various enterprises and institutions in Anhui (except those managed by referring to the Civil Service Law) and meet the corresponding qualifications, and have signed labor (employment) relations with the employing units; Freelance professional and technical personnel employed by our province.
(2) Professional and technical personnel from Hong Kong, Macao and Taiwan who are employed in Anhui, and foreign professional and technical personnel who hold permanent residence permits or work permits for foreigners issued by our province.
Civil servants, staff members of public institutions and retirees (including on-the-job reemployment personnel) who are managed according to the Civil Service Law shall not declare the professional title evaluation of professional and technical personnel.
Applicants of public institutions shall declare and review within the proportion of post structure.
Second, the key work
(1) Continue to deepen the reform of talent classification and evaluation mechanism. In-depth study and implementation of the spirit of the central and provincial talent work conference, adhere to the professional and technical personnel as the center, adhere to the "breaking four talents" and "setting new standards" simultaneously, explore the contribution rate as an important criterion for talent evaluation, strive to build a dynamic talent development system and mechanism, loosen the burden for talent development, establish a correct talent evaluation and use orientation, and play a "baton" role in the evaluation of collapsed professional titles. The competent departments of relevant industries should, according to the guiding opinions on the reform of various series of professional titles issued by the state, follow the growth laws of various talents, revise and improve the evaluation standards and conditions of corresponding series of talents in our province, and evaluate the quality and ability of professional and technical talents scientifically, objectively and fairly. This year, the evaluation of the series of senior titles of self-taught science communication majors will be organized and implemented by the Provincial Association for Science and Technology.
(2) Promoting the transformation and application of scientific and technological achievements. In the province's professional and technical personnel title evaluation series (professional), the category of technical brokers was added to carry out title evaluation for professional and technical personnel engaged in efficient allocation of scientific and technological achievements transfer, incubation, evaluation, operation, consultation, service and research. In the evaluation of professional titles, all relevant units in cities and provinces should give full consideration to the characteristics of professional and technical personnel in different industries and at different levels, and give equal weight to the transformation effect of scientific and technological achievements and papers, projects, patents and innovations in combination with the actual situation of the industry and the growth law of talents transformed by scientific and technological achievements. All localities and units should speed up the revision of relevant evaluation standards and conditions, refine, materialize and standardize corresponding evaluation standards, enhance the pertinence and operability of standards, and promote the transformation of more high-quality scientific research achievements in Anhui.
(3) Promote mutual recognition of professional titles across regions. In order to further optimize the business environment and break the barriers to the flow of talents, professional and technical talents who flow from other provinces and cities and enterprises and institutions affiliated to the central ministries and commissions across regions and units to enterprises and institutions, social organizations and individual economic organizations in our province, whose titles (except "double orientation" and non-state-owned) have been obtained in the original regions and units, can be confirmed by the employing units according to their posts and actual levels, and used by themselves within the units. Professional and technical personnel and the human and social departments of the employing units shall confirm their needs in accordance with the relevant provisions on the confirmation of professional titles in different places in the Implementation Measures for the Evaluation of Professional Titles in Anhui Province (No.5 of Anhui People's Society [2065438+08]), and all localities and units shall actively do a good job in service.
(4) Standardize the entrusted review procedure. There are no conditions for evaluating senior professional titles in our province. According to the prescribed procedures, the power of attorney shall be issued by the Provincial Department of Human Resources and Social Security. The evaluation results that are not entrusted according to the prescribed procedures and requirements are invalid. Among them, professional and technical personnel who aid Tibet, Xinjiang and Qinghai can choose to participate in the title evaluation at the sending place or the receiving place during the period of aiding Tibet. After the recipient participates in the evaluation of professional titles and the application materials are approved by the sending unit, the recipient will directly organize the evaluation according to the local evaluation standards and will not perform other approval or entrustment procedures. The professional titles obtained by professional and technical personnel in the aid period 1 year (inclusive) in the recipient areas will continue to be valid after returning to our province after the expiration of the aid period, and the Provincial Department of Human Resources and Social Security will no longer issue a document to confirm the evaluation results of professional titles in the recipient areas. Professional and technical personnel from other provinces entrusted by the professional title evaluation committee of our province shall submit a letter of entrustment issued by the provincial professional title management department to the Department of Human Resources and Social Security of our province. If the central unit in Anhui or the professional and technical personnel in Anhui enterprises and their branches (branches, offices, etc.) are from other provinces, if it is necessary to apply for evaluation in our province, it shall submit a power of attorney from the superior competent department with the power of personnel management, and with the consent of the Special Technology Department of the Provincial Department of Human Resources and Social Security, then designate the corresponding evaluation committee to accept it. Professional title evaluation committees at all levels shall not accept the entrusted materials without authorization, otherwise the evaluation results will be invalid.
(5) Do a good job in continuing education. All localities and departments should strictly follow the requirements of the Notice on Doing a Good Job in Continuing Education of Professional and Technical Personnel in the Province in 2022 (No.60 [2022] of Anhui People's Society) and conscientiously implement it. In 2022, the province's professional and technical personnel will take online learning to meet the needs of the continuing education public. Professional and technical personnel log in to official website of Anhui Human Resources and Social Security Department, enter the column of "Information Center" (or directly open the website /ggfwwt/ official entrance of continuing education), click on "Integrated Management Service Platform for Professional and Technical Personnel"-"Continuing Education" and log in for registration and study. Professional and technical personnel can choose one of the seven topics publicly collected by the Provincial People's Social Welfare Department. Professional and technical personnel must take the exam to complete the public course, and those who pass the exam can print the certificate. Professional subjects are determined by the competent department of industry, and can be conducted by online learning and centralized face-to-face teaching. Professional and technical personnel shall complete not less than 30 hours of study in public subjects and not less than 60 hours of study in professional subjects every year. Professional and technical personnel declare their professional titles in the latest work cycle, and the annual continuing education hours can reach the prescribed hours on average (but they cannot complete the prescribed hours within one year in the latest work cycle). Continue to strengthen the construction of continuing education bases, and further improve the training quality and management service level of continuing education bases. Evaluate 50 provincial professional and technical personnel continuing education bases in the province. Reward the bases with excellent assessment; The base that fails to pass the examination shall be rectified within a time limit; If the work is still unqualified after rectification, it shall be revoked and added in time.
(six) improve the public service system of professional title evaluation. Starting from this year, the public service of professional title evaluation, which is managed by the whole province, will be opened in the column of "Comprehensive Management Service Platform for Professional and Technical Personnel" in official website, Anhui Provincial Department of Human Resources and Social Security, and a network will be fully implemented in the whole process of professional title declaration, acceptance, evaluation, evaluation, publication and certification. All localities and departments should strengthen the collection and management of professional title data, and submit the professional title evaluation data from the professional title system to the Provincial Department of Human Resources and Social Security in a timely manner according to the standardized format and prescribed procedures after completing the annual review. It is necessary to speed up the collection of historical data, follow the principle of "who judges and who is responsible", adopt the method of "combining far and near", and steadily promote the inquiry and verification service of historical ownership information on the premise of ensuring information security and personal privacy. Actively promote the online application and issuance of qualification certificates, optimize the certificate issuance process, and improve the efficiency of certificate processing. Electronic certificates have the same effect as paper certificates.
(7) Do a good job in maintaining stability of letters and visits with professional and technical titles. All localities and departments should strengthen their sense of service and responsibility, implement a list and closed-loop management model for the problems reflected by calls, letters and visits from the masses, do a good job in receiving visits according to laws and regulations, and further enhance the sense of acquisition and happiness of professional and technical personnel. The establishment of professional title petition ledger, to clear the responsible person, clear the time limit for handling, timely acceptance of reports and careful verification and handling. To reflect the title of all kinds of problems, according to the requirements of clear facts, accurate qualitative analysis, proper handling and complete procedures, careful investigation and verification step by step, put forward clear opinions, and submit the investigation results and handling opinions to the Provincial Department of Human Resources and Social Security as required.
(eight) to strengthen the inspection of professional title evaluation. In order to further ensure the consistency of the title evaluation authority, we will continue to strengthen the supervision and inspection of the places and units that delegate the title evaluation authority to ensure the smooth development of the evaluation work and the effective use of the evaluation results. In conjunction with the Provincial Department of Education and the Provincial Health and Wellness Committee, the independent evaluation unit that granted the title evaluation authority was inspected. The inspection requirements focus on finding problems, analyzing problems and solving problems, focusing on units that undertake decentralized evaluation rights and carry out independent evaluation, and taking pre-inspection, during-inspection, after-inspection and comprehensive inspection as carriers to deeply understand the development of job title evaluation in various localities and units. The problems found in the inspection should be rectified within a time limit, and the inspection results should be notified when necessary and used. If the rectification is ineffective and the evaluation quality cannot be guaranteed, the evaluation work shall be suspended until the evaluation right is withdrawn. Units or individuals who violate the professional title evaluation system and discipline shall be dealt with severely in accordance with relevant regulations.
Third, the job requirements
(1) Intensify auditing. All regions and departments should strengthen their responsibilities, conscientiously do a good job in the declaration of their own regions and units, and conduct qualification verification item by item in accordance with standard conditions. Strict implementation of "who accepts, who is responsible, who audits", so as to recommend audits step by step, strictly implement the evaluation system, and implement audit responsibilities. If the declaration and review work are not carried out according to the prescribed procedures, the recommendation and review results will be invalid.
(2) Strictly examine discipline. All localities and departments should strictly implement the policy of professional title evaluation, and shall not open the policy at will, expand the scope of evaluation without authorization, and shall not set up a comprehensive jury. If it is really necessary to issue a separate title policy, it should be submitted to the Provincial Department of Human Resources and Social Security for approval in advance. Any violation of policies and regulations, review procedures and disciplinary requirements, or lax control affects the quality of review, resulting in more complaints and greater controversy. After investigation and verification, the Provincial Department of Human Resources and Social Security shall circulate a notice as the case may be, and order it to make corrections within a time limit or declare the review results invalid; If the circumstances are particularly serious, the right to evaluate professional titles shall be suspended or revoked according to regulations, and the responsibilities of relevant units and personnel shall be investigated.
(3) Strengthen evaluation and supervision. All regions and departments should strengthen the supervision and management of professional title evaluation. Relying on the "comprehensive management service platform for professional and technical personnel", we will comprehensively strengthen the collection and sharing of professional title evaluation information, strengthen safety awareness, do a good job in risk assessment, and strengthen the use safety of information systems. Human resources and social security departments at all levels should strengthen the inspection and guidance of the office of the jury, supervise and strengthen the discipline education in the evaluation of professional titles, standardize the evaluation procedures, and improve the supervision and restriction mechanism.
(4) Improve the credit system. Full implementation of the notification and commitment system, applicants should promise to provide relevant certificates, achievements, papers and other materials when submitting application materials. The implementation of academic fraud and professional ethics anomie "one-vote veto", all titles obtained through fraud, black-box operation and other irregularities will be revoked, and recorded in the province's professional and technical personnel title declaration and evaluation integrity file, the recording period is 3 years.
(five) the implementation of preferential policies. Continue to do a good job in the front line of epidemic prevention and control, private enterprises, aid dispatch in Xinjiang, rural revitalization, and evaluation of skilled personnel's application for professional titles. For different types of talents, all regions and departments should strictly implement the preferential incentive policies in the evaluation of professional titles. This year, depending on the situation, business associations with professional advantages, strong service ability and high level of industry self-discipline will be selected to set up socialized professional title evaluation institutions to carry out professional title evaluation of professional and technical personnel in private enterprises. Postdoctoral projects that won awards in national and provincial post-doctoral innovation and entrepreneurship competitions and title promotion competitions can be used as performance and ability conditions for post-doctoral evaluation and senior title evaluation.
(6) Multiple declarations are prohibited. According to the "Implementation Measures for the Evaluation of Professional Titles in Anhui Province" (Anhui People's Social Development [2018] No.5), professional and technical personnel can only declare one series (professional) title in the same year, but not two or more different series or two different professional titles in the same series at the same time. Municipalities, relevant departments and units should earnestly shoulder the main responsibility and cancel the qualification to declare professional titles many times in that year; Those who have obtained professional and technical qualifications shall be cancelled in principle.
(seven) to increase publicity. Since the country deepened the reform of professional title system, our province has issued a number of professional title policies, but there are still some professional and technical personnel in grass-roots and private enterprises who do not understand the policies. Therefore, all localities and departments should highlight key points, innovate propaganda modes, make full use of various media platforms and propaganda positions, take various forms to strengthen policy propaganda and interpretation and business training, promote comprehensive coverage of professional title policies, increase professional and technical personnel's comprehensive and systematic understanding of professional title policies, raise awareness and enhance execution.
(8) Grasp the time node. In 2022, the work plan for the evaluation of professional titles in the province began in July, and all high-level judges need to complete the annual evaluation task before the end of 1 1 and complete the examination and approval work before the end of 65438+2; The specific time for evaluating middle and junior professional titles shall be determined by all localities and departments themselves. The unit that set up the high evaluation meeting should draw up the specific annual evaluation work arrangement according to the actual work, do a good job in the acceptance, review, collation and summary of the evaluation materials, and make preparations before the meeting to ensure that the evaluation will be carried out as scheduled, and cross-year evaluation is not allowed. If there are special circumstances that need to postpone the review and fail to complete the annual review task, it shall obtain the written consent of the Provincial Department of Human Resources and Social Security.
Matters not covered in this notice shall be implemented according to the current professional title policy of the state and our province.
