What does it mean to be educated by the government?
"Accommodation and reeducation refers to the administrative compulsory measures that minors who have not been criminally punished because they are under the age of 16 are decided to be detained according to law and educated and corrected in reeducation-through-labor places."

The theory of compulsory measures can be divided into two situations. One view is that reeducation through labor is an administrative compulsory measure, the main reasons are:

(1) The system of detention and reeducation is administrative and decided by the public security organs of the people's governments at or above the prefecture level;

(2) Detention and reeducation is mandatory, which helps juvenile offenders get rid of the control of criminal incentives, change bad habits and behaviors, and restrict personal freedom in the execution place according to law.

Another view is that reeducation through labor is a criminal compulsory measure, the main reasons are:

(1) The object of reeducation through labor is juvenile offenders, undoubtedly criminals;

(2) Minors who are institutionalized and educated must be educated and reformed in a certain place for a certain period of time, and their personal freedom is restricted, so it is mandatory.
