First, the entrance examination and online education will be merged.
The document proposes to optimize the classified forms of running schools, cancel the correspondence, part-time and full-time learning forms of adult education, and adjust the forms of running schools to three forms: continuing education with higher education qualifications, open education and self-study examination of higher education.
Two, the education department issued the enrollment plan.
The document also proposes to reform the enrollment management system. The Ministry of Education and the provincial education administrative departments will issue enrollment plans for continuing education of academic qualifications in colleges and universities (that is, the education form after the integration of adult education and online education) step by step, enroll students through examinations, and end the online education pilot.
Three, the unified organization of entrance examination+professional courses.
The entrance examination will be organized in a unified way, and the Ministry of Education and the provincial education administrative departments will also reduce the enrollment plans of provinces and universities with low pass rates, and rectify running schools until they stop enrolling students.
Four, full-time homogeneity requirements
It will take 3-5 years to gradually realize the homogeneity requirements of continuing education and full-time education (at the same level and in the same major) in colleges and universities.

In the future, the proportion of off-line teaching hours will be gradually increased, and the off-line teaching and guidance time shall not be less than 30% of the total professional hours in principle. This means that academic education will be improved in the future, and the combination of online classes and face-to-face lectures will be adjusted.
