Regulations of Shanghai Municipality on Education Supervision
Chapter I General Provisions Article 1 In order to ensure the implementation of education laws and regulations and national education policies, implement quality education, improve education quality, promote education equity, promote the development of education science, and promote the construction of education governance system and governance capacity, these Regulations are formulated in accordance with the Regulations on Education Supervision of the State Council and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the educational supervision of all kinds of education at all levels within the administrative area of this Municipality. Article 3 The municipal, district and county education supervision committees shall be responsible for overall planning, coordination and guidance of education supervision within their respective administrative areas, deliberation of major issues of education supervision, appointment of inspectors, and coordination and solution of major issues in education supervision. The education supervision office of the people's government of the city, district and county is the office of the education supervision committee at the same level, which undertakes the daily work of the education supervision committee and is responsible for the specific implementation of the education supervision.

City, district and county education supervision committees and their education supervision offices (hereinafter referred to as education supervision institutions) independently exercise their education supervision functions under the leadership of the people's governments at the corresponding levels. The municipal education supervision institutions shall provide professional guidance to the district and county education supervision institutions. Article 4 Educational supervision institutions shall supervise and guide the relevant functional departments of the people's government and the people's governments at lower levels to perform their educational duties according to law. Schools of all levels and types and other educational institutions (hereinafter referred to as schools) shall standardize the running of schools and organize the evaluation and monitoring of educational development and quality. Article 5 The municipal, district and county people's governments shall strengthen their leadership over the education supervision work, incorporate the education supervision funds into the fiscal budget at the corresponding level, and ensure the staffing and working conditions of the education supervision work according to the needs of the education scale and education supervision work in their respective administrative areas. Article 6 This Municipality implements the education supervision system of grading supervision and division of responsibilities among cities, districts and counties.

Encourage and support students and their parents, social organizations and the public to participate in educational supervision in an orderly manner. Chapter II Management of Inspectors Article 7 A person who meets the requirements prescribed by the State may be appointed or employed as an inspector after passing the examination.

The municipal education supervision institution is responsible for formulating the standards and norms of the city's inspector evaluation, and publishing them to the public through government websites and other means. Article 8 The municipal, district and county people's governments shall strengthen the construction of educational supervision teams and equip full-time inspectors according to the nature and needs of educational supervision. Full-time inspectors are appointed by the municipal, district and county people's governments. Full-time inspectors with professional and technical positions shall be promoted according to the corresponding measures for the management of professional and technical positions, and the specific measures shall be formulated by the municipal education supervision institution jointly with the municipal human resources and social security department.

Part-time inspectors shall be appointed by educational supervision institutions for a term of three years, and may be employed continuously for no more than three consecutive terms. Article 9 Education supervision institutions shall regularly provide inspectors with professional training in relevant laws, regulations, rules, education management, education quality evaluation and monitoring, and take measures to support inspectors to carry out scientific research and exchanges in education supervision, so as to improve their professional ability. Tenth inspectors are appointed by the educational supervision institutions to carry out educational supervision.

In conducting educational supervision, inspectors shall abide by the relevant provisions of the state and this Municipality, objectively and fairly reflect the actual situation, and shall not conceal or fabricate facts.

If the inspector has an interest in the supervised unit or there are other circumstances that may affect the objective and fair implementation of educational supervision, he shall withdraw.

Educational supervision institutions are responsible for evaluating the performance of inspectors at the corresponding level. Those who fail to pass the examination shall be dealt with in accordance with relevant regulations. Chapter III Implementation of Educational Supervision Article 11 The educational supervision of educational supervision institutions to relevant functional departments of the people's government and people's governments at lower levels includes the following matters:

(a) To deploy and implement education-related plans and coordinate the development of education at all levels;

(two) the investment, management and use of education funds;

(three) to ensure and improve the conditions for running schools;

(4) Implementing the balanced development of compulsory education and the integration of urban and rural education;

(five) the construction of the principal team, the allocation of teachers and the guarantee of treatment;

(six) other matters stipulated by laws, regulations and national education policies. Twelfth education supervision institutions to implement education supervision of schools, including the following matters:

(a) running schools independently according to law and democratic management;

(two) quality education, curriculum construction and daily education and teaching management;

(three) the construction of teachers and professional development;

(4) All-round development of students' morality, intelligence, physique and aesthetics;

(five) school and family, social cooperation and resource sharing;

(six) other matters stipulated by laws, regulations and national education policies.

Education supervision shall be implemented according to the characteristics of the school, and the specific measures shall be formulated by the municipal education supervision institution. Thirteenth the implementation of education supervision can take comprehensive and systematic comprehensive supervision, single or partial special supervision and regular supervision of school education in the responsibility area of education supervision. Article 14 District and county educational supervision institutions shall set up educational supervision responsibility areas according to the school layout and the size of students within their respective administrative areas, and assign no less than 2 responsible inspectors to each school in the responsibility area. The name, contact information and supervision matters of the responsibility supervisor shall be announced to the public through the government website. The opinions and suggestions of students, their parents, teachers and the public on standardizing running schools can be directly reflected to the responsible inspectors.
