Legal analysis: Normal students at public expense, that is, normal students with free education, refer to students who are eligible to receive free normal education after applying for one of the six normal universities directly under the Ministry of Education (Beijing Normal University, East China Normal University, Northeast Normal University, Huazhong Normal University, Shaanxi Normal University and Southwest University). In 20 13, Jiangxi Normal University, a new normal college jointly established by the province and the Ministry, was established to train free normal students. In 20 15, the new provinces and departments jointly established normal universities, and Fujian Normal University, a key high-level university in Fujian Province, trained free normal universities.

Legal basis: the latest national policy of free normal students.

Application conditions: (1) The central finance is responsible for arranging tuition and accommodation fees for free normal students during their school days, and granting living allowances; Subsidies are generally paid in 600 yuan every month during the school period and are paid for ten months every year; (2) Under the overall planning of the relevant provincial governments, the provincial education administrative departments shall implement the post of free normal students. Free normal students must teach in primary and secondary schools four years after graduation, and every free normal student who teaches in primary and secondary schools has a position; (3) Free normal students can move between schools during the service period stipulated in the agreement and have the opportunity to work in education management positions; (D) to provide good conditions for free normal students to continue their studies. If the free normal students meet the requirements after examination, the school can be admitted as a master of education and can study professional courses on the job.

Apply for qualification

The six normal universities directly under the Ministry of Education arrange for early admission in batches, and graduates who meet the following three conditions can apply voluntarily:

(a) to participate in the national unified examination for the enrollment of ordinary colleges and universities, and to reach the admission score of the normal universities affiliated to the local area; (two) in line with the "Regulations" of the Ministry of Education, love education, and are willing to teach for a long time after graduation;

(three) in good health, in line with the relevant provisions of the "Guiding Opinions on Physical Examination of Enrollment in Ordinary Colleges and Universities".

Normal colleges and universities directly under the Ministry of Education are enrolled in batches in advance, and outstanding high school graduates who love education and are interested in long-term and lifelong teaching are selected.

Free normal students

(a) free normal students signed an agreement with the school and the provincial education administrative department where the students are located before entering school, and promised to engage in primary and secondary education for more than ten years after graduation.

(2) Free normal students generally have to return to the primary and secondary schools in the province where the students come from. If they break the contract, they should return the' free education fee' they enjoy and pay the liquidated damages according to the regulations.

(three) free normal graduates working in urban schools should first teach in rural compulsory education schools for two years.

(4) The state encourages free normal graduates to teach for a long time and for life.
