Recruiting fresh graduates from ordinary colleges and universities (hereinafter referred to as college graduates) into the army is an important aspect of the adjustment and reform of conscription subjects. In order to further promote the reform of conscription, encourage college graduates to actively join the army, and improve the quality of recruits from the source, the relevant issues concerning the conscription of college graduates are hereby notified as follows:
First, the scope of the collection object.
Recruited college graduates refer to recent college graduates. Previous graduates, adult education, all kinds of non-academic education, training colleges and students from self-taught colleges are not included. The majority of college graduates are men, and the number of female college graduates is determined according to the needs of the army.
Second, the collection year
Higher vocational (junior college) graduates reach 18 to 23 years old, and graduates with bachelor degree or above can be relaxed to 24 years old.
Third, the collection conditions
Political conditions shall be implemented in accordance with the Provisions on Political Review of Conscription promulgated by the Ministry of Public Security, the General Staff Department and the General Political Department on June 9, 2004. Physical conditions shall be implemented in accordance with the Physical Examination Standards for Candidates published by the Ministry of National Defense in September 2003 1 and relevant regulations.
Fourth, the collection procedure.
(a) to carry out comprehensive publicity and launch. It is necessary to organize conscription propaganda in colleges and universities in various ways and forms, publicize military service regulations, conscription policies and stories of typical people, encourage college graduates to actively participate in national defense and army building, realize their ideals in life, and fully mobilize their enthusiasm for joining the army.
(2) In-depth investigation. The military service organs at the county level shall, jointly with the education department, organize colleges and universities within their jurisdiction to conduct a general survey of the majors, quantity and willingness to join the army of all male college graduates, find out the ideological trends and master the collection base. Do a good job in military service registration and lay a good foundation for the collection work.
(3) Determine the preferred object. From May to June, the military service organs at the county level where colleges and universities are located shall, in conjunction with the departments of education, public security and health, organize physical examination and political examination of colleges and universities in a timely manner. Those who meet the basic recruitment conditions shall be identified as pre-requisitioned objects and fill in the Registration Form for Pre-requisitioned Objects of Fresh Graduates. During the initial physical examination, focus on items such as vision and liver function.
(4) giving priority to ensuring enlistment. College graduates who are determined to be pre-recruited will move their registered permanent residence back to their pre-school domicile, and apply to the recruitment office of the county (city, district) where their pre-school domicile is located before the start of winter conscription. Those who pass the physical examination and political examination and meet other recruitment conditions shall be approved by the recruitment office of the county (city, district) people's government.

College graduates who are enlisted for compulsory military service enjoy the following preferential policies in addition to preferential registration, physical examination and approval.
(a) preferred. Under the same conditions, college graduate soldiers have priority in choosing non-commissioned officers, entering military schools and arranging technical posts. Soldiers with a bachelor's degree or above and a corresponding degree who perform well and meet the relevant provisions of the General Political Department can be directly selected as officers.
(2) preferential treatment for entrance examinations. Soldiers with advanced education after retirement are given priority in recruiting students for oriented posts in grass-roots public security organs in political and legal colleges; Within three years after retirement, the total score of graduate students in the initial examination increased by 10, and those who won the second class merit or above did not take the examination after retirement, and were recommended to enroll graduate students; Those with higher vocational (junior college) education will be admitted to adult undergraduate courses without examination after retirement or to ordinary undergraduate courses after a certain examination.
(three) tuition compensation and national student loan compensation. For college graduates who are enlisted in the army, the central government implements corresponding tuition compensation and national student loan compensation. The specific implementation measures shall be stipulated separately.

Recruiting college graduates into the army is an important measure to meet the needs of national defense and military modernization in the new period, further optimize the structure of the army, improve the combat effectiveness of the army, strengthen the construction of grassroots commanding officers, and enhance the employability of retired soldiers. Relevant departments at all levels should attach great importance to it, earnestly strengthen organization and leadership, carefully plan and prepare, carry out in-depth publicity and launch, and take effective measures to fully mobilize the enthusiasm of college graduates to join the army. Military service organs at all levels should give full play to the leading role, scientifically plan and deploy, strictly organize and implement, strengthen coordination and communication, scientifically and rationally allocate conscription tasks, and do a good job in the deployment of conscription tasks to ensure that college graduates who have passed the medical examination and political examination can be allowed to join the army. The education department should take the recruitment of college graduates as a major event, put it on the important agenda, actively carry out the work, and urge colleges and universities to complete the recruitment task in accordance with the regulations and requirements.
