First, the overall layout of swimming education

Starting from 2022, pilot swimming education will be launched, and at least 1 county (city, district) with good conditions will be selected for the pilot. The pilot targets are students in grades 4 to 6 of primary schools, and qualified counties (cities, districts) may not be piloted. From 2023 to 2026, all localities will gradually expand the proportion of swimming education in primary and secondary schools, with an annual increase of 20% in principle. By 2027, all primary and secondary schools in the province will carry out swimming education.

Second, the scope of implementation of swimming education

All localities can independently carry out swimming education according to the actual situation, relying on the school teachers; Can also be led by the administrative department of education, through the purchase of services, entrust or hire a third-party training institution with professional qualifications to provide swimming education services.

Third, the swimming course implementation plan

Each swimming class is 90 minutes long, including 10 minutes to explain the knowledge of safe swimming and drowning prevention, 10 minutes to practice warm-up and preparation, 60 minutes to teach underwater swimming skills, and 10 minutes to wear swimsuits. The following are the main teaching contents:

1. Basic knowledge of swimming

① Teaching methods of breaststroke technique

② Teaching methods of freestyle technique.

Four, primary and secondary school students swimming education standard evaluation requirements

1. Evaluation content

① Students can swim forward15m without any assistance, which is qualified, 20m is good and 25m is excellent;

② Knowledge of safe swimming and drowning prevention (written test).

2. Evaluation method

(1) Evaluation under the supervision of schools, training institutions and parents' representatives;

② All assessment video materials shall be filed by the school for future reference, and the filing time shall be no less than 3 years.

3. Evaluation results

The results of students' swimming assessment must be signed and confirmed by schools and training institutions. Students who pass the examination will be issued certificates by the school (indicating their grades), and certificates will be issued by the county (district) education administrative departments (note: those who fail to meet the standards will get certificates through make-up classes and make-up exams).
