In order to strengthen accurate identification and accurate funding, the Municipal Education Bureau has established a four-level linkage mechanism among cities, counties, towns (streets) and schools, and a cooperation mechanism involving departments such as education, civil affairs and disabled persons' federations, and established a working mechanism of "two lists, six norms and one evaluation" (work list and negative list, six student financial assistance work norms and performance evaluation score table). By comparing the national student financial aid system with the poverty alleviation system and the student registration system, we can comprehensively screen the needy families and accurately identify the information of needy students such as poverty alleviation policies, marginal poverty, difficult disabilities, orphans and poor support. The financial aid centers, preschool, basic education, vocational education, higher education and other departments of the municipal and county education authorities cooperate with each other to collect the statistical data of students in schools (parks) in a unified way, dynamically and accurately target the recipients, accurately locate special types of students, timely implement the financial aid policy, incorporate the "implementation of student financial aid policy" into key supervision projects and assessment indicators, grasp the accurate financial aid results, ensure poverty alleviation, standardize management and promote quality improvement and efficiency.
