In 2006, the Organization Department of the Guangzhou Municipal Committee of the Communist Party of China and the Guangzhou Municipal Personnel Bureau jointly issued the Interim Measures for the Training of Civil Servants in Guangzhou and the Detailed Rules for the Implementation of the Points System for the Management of Civil Servant Training in Guangzhou (for Trial Implementation), which proposed a new model of civil servant training with local characteristics in Guangzhou, and required that the training of civil servants in Guangzhou be managed by the points system.

In order to meet the requirements of large-scale training of civil servants and make full use of network resources, in 2007, the Organization Department of Guangzhou Municipal Committee of the Communist Party of China and Guangzhou Personnel Bureau officially launched "Guangzhou Civil Servant Training Network University Hall" (hereinafter referred to as "Network University Hall"). The combination of "network university hall" and "Guangzhou civil servant training information management system" can not only meet the independent and convenient needs of civil servant training, but also complete the training tasks as required, and an open and shared cadre education and training network has taken shape.

2. "Network University Hall" has become the main channel for civil servant training. With the continuous maturity and improvement of "Internet University Hall", it has covered all district and municipal organs in Guangzhou, and the participation rate of online training has reached 96.7%. It has become the main channel of civil servant training.

3. "Network University Hall" was recognized by the civil servants attending the meeting. The questionnaire survey shows that civil servants give high evaluation to the course content, course quality, teachers' status and background service of "online university hall".
