What is the preschool education law?
The Preschool Education Law of People's Republic of China (PRC) is a legislative item published in China's legislative planning.

The National People's Congress Standing Committee (NPCSC)'s work report submitted to the Fifth Session of the 13th National People's Congress for deliberation on March 8, 2022 shows that 40 legal cases are planned to be reviewed in 2022. Among them, legislation in the fields of people's livelihood, society and environmental protection will be accelerated, and social assistance law, preschool education law, civil execution law and anti-telecom network fraud law will be formulated, and sports law, women's rights protection law and public security management punishment law will be revised.

Promote the legislation of preschool education, further clarify the responsibilities of governments at all levels and relevant departments to develop preschool education through legislation, increase the punishment for illegal garden-running, and ensure the healthy and sustainable development of preschool education according to law.

The Legislative Background of Preschool Education Law

In recent years, China's preschool education resources have expanded rapidly. In 20 17, there were nearly 255,000 kindergartens in China, with 46 million children in the kindergartens. According to the Third Action Plan for Preschool Education in China, by 2020, a public service system for preschool education with wide coverage, basic guarantee and quality will be basically established, and the gross enrollment rate of preschool education in the country will increase from 75% to 85%.

There are some problems in preschool education in China, such as insufficient number of teachers, low level, insufficient inclusive kindergartens, lack of funding guarantee and cost sharing mechanism, loopholes and weak links in management and safety, and the concept of preschool education needs to be further changed.

In view of the problems faced by the development of preschool education, all walks of life have widely called for the introduction of a law specifically for preschool education to ensure capital investment, the construction of teachers and management norms.
