State grants are grants for students from poor families in full-time ordinary undergraduate colleges (including higher vocational colleges and second bachelor's degrees), which are jointly funded by the central and local governments to show the concern of the party and the government for students from poor families in ordinary undergraduate colleges and higher vocational colleges. The national average is 3000 yuan per person per year. Specific standards are determined by the Ministry of Finance in consultation with relevant departments for central colleges and universities, and by the provinces (autonomous regions and municipalities directly under the Central Government) for local colleges and universities.

Legal basis: Article 3 of the Interim Measures for the Administration of National Scholarships in Secondary Vocational Schools is for all rural registered students in the first and second grades of secondary vocational schools, non-agricultural registered students in counties and townships, and students with financial difficulties in urban families. Third-grade students in secondary vocational schools get some remuneration through work-study combination and internship, which is used to pay for their study and living expenses.
