Article 1 These Interim Provisions are formulated for the purpose of encouraging teachers and educators in China to engage in educational work for a long time and rewarding teachers and educators who have made remarkable achievements in educational work. Article 2 The education administrative department of the State Council, jointly with the personnel department, awards the titles of "National Excellent Teacher" and "National Excellent Educator" to the teachers and educators who have been engaged in education, teaching, management and service for a long time and have made remarkable achievements, and issues corresponding medals and certificates; Those who have made outstanding contributions will be awarded the title of "National Model Worker in Education System" and awarded corresponding medals and certificates. Teachers who have won the title of "National Model Worker in Education System" will also receive medals and certificates of "People's Teachers". Article 3 Relevant departments of provinces, autonomous regions, municipalities directly under the Central Government and the State Council, the People's Liberation Army and the Armed Police Force of China may, with reference to these Interim Provisions and in light of actual conditions, reward outstanding teachers and educators in their own units and other educational institutions. Specific measures shall be formulated by the relevant departments of all provinces, autonomous regions, municipalities directly under the Central Government and the State Council, the People's Liberation Army and the armed police forces. Article 4 The corresponding requirements for "national excellent teachers" and "national excellent educators" are: loving the socialist motherland, adhering to the Party's basic line, being loyal to the people's educational cause, performing their obligations in an exemplary manner, having good professional ethics and being a model, and meeting one of the following conditions:

(a) fully implement the education policy, correct educational ideas, care about the all-round growth of students, teach and educate people, and make remarkable achievements in cultivating talents;

(2) Earnestly completing the task of education and teaching, and making outstanding achievements in teaching reform, textbook construction, laboratory construction and improving the quality of education and teaching;

(three) creative achievements in scientific research, education and teaching research, technology promotion and so on. , with great scientific value or great economic and social benefits;

(four) outstanding achievements in school management and service, school construction. Article 5 "National Excellent Teachers" and "National Excellent Educators" shall be selected every two years. The administrative department of education in the State Council allocates about 0.5% of the total number of teaching and administrative staff to all provinces, autonomous regions and municipalities directly under the Central Government, and the quota of 10% is "national model workers in the education system". The numbers of the People's Liberation Army and the Armed Police Force shall be determined separately. Medals and certificates of "National Excellent Teachers", "National Excellent Educators", "People's Teachers" and "National Model Workers in Education System" are uniformly produced by the education administrative department of the State Council. Article 6 The work of awarding "National Excellent Teachers", "National Excellent Educators" and "National Model Workers in the Education System" shall be organized and led by the education administrative department of the State Council in conjunction with the Ministry of Personnel, the National Education Union and the China Foundation for Kindergarten Teachers in primary and secondary schools, and shall be responsible for examining and approving the candidates declared by provinces, autonomous regions and municipalities directly under the Central Government.

The education administrative departments of all provinces, autonomous regions and municipalities directly under the Central Government shall, jointly with local personnel departments, education trade unions and teacher reward organizations, be responsible for organizing the assessment and declaration of "national outstanding teachers", "national outstanding educators" and "national model workers in the education system" in their respective regions.

The General Political Department of the People's Liberation Army and the Political Department of the Armed Police Headquarters are respectively responsible for the evaluation and declaration of "National Excellent Teachers", "National Excellent Educators" and "National Model Workers in the Education System". Article 7 The medals and certificates of "National Excellent Teachers", "National Excellent Educators", "People's Teachers" and "National Model Workers in the Education System" shall be awarded by the education administrative department of the State Council in conjunction with the personnel department, or by entrusting the people's governments of provinces, autonomous regions and municipalities directly under the Central Government, the General Political Department of the People's Liberation Army and the headquarters of the Armed Police Force, and an award ceremony shall be held on Teacher's Day in the year of selection. Eighth teachers' awards should adhere to the principle of combining spiritual rewards with material rewards. The education administrative department of the State Council, together with the Ministry of Personnel, the National Education Trade Union and the China Foundation for Preschool Teachers, will give material rewards to "National Excellent Teachers" and "National Excellent Educators" and enjoy a one-time bonus. "National model workers in the education system" will enjoy the treatment of provincial (ministerial) model workers. When a private teacher who does not implement the post salary system is awarded the title of "National Model Worker in Education System", his subsidy or salary will be appropriately increased. The specific measures shall be determined by the provinces and departments themselves. Article 9 The deeds of the winners of the titles of "National Excellent Teachers", "National Excellent Educators" and "National Model Workers in the Education System" shall be recorded in their personal files, and shall serve as an important basis for the assessment, salary promotion and evaluation of professional and technical positions. Article 10 Persons who have won the titles of "National Excellent Teachers", "National Excellent Educators" and "National Model Workers in the Education System" shall be reported to the the State Council Education Administrative Department for approval by the education administrative departments of provinces, autonomous regions and municipalities directly under the Central Government, the General Political Department of the People's Liberation Army and the Political Department of the Armed Police Headquarters, and their titles shall be revoked and the corresponding treatment shall be cancelled:

(a) practicing fraud in the reward activities, which does not meet the conditions of the title of "National Excellent Teacher", "National Excellent Educator" and "National Model Worker in the Education System";

(2) Being deprived of political rights or sentenced to fixed-term imprisonment or above;

(3) Other titles that should be revoked.
