According to the deployment of the 17th National Congress of the Communist Party of China, the Central Committee decided to carry out in-depth study and practice of Scientific Outlook on Development in three batches in September this year for one and a half years. First, take "study and practice activities" as an important carrier to strengthen party building. This activity is not only a study and education activity of the whole party, but also highlights practical characteristics, with the focus on solving practical problems. All localities and departments, especially party committees, should closely link it with the daily work of party building, and effectively promote party building through study and practice activities so that the two can complement each other.

Second, we must insist that leading cadres take the lead in setting an example. The central government clearly requires that the study and practice activities should focus on leading bodies at or above the county level and leading cadres in party member. Therefore, we must persist in leading cadres to take the lead in studying theories, changing concepts, finding problems, taking the lead in studying and implementing rectification measures, conscientiously implementing the activity of "party member cadres entering thousands of households", truly mobilizing the enthusiasm of party member cadres to study and practice Scientific Outlook on Development, and promoting the in-depth study and practice activities, so as to finally realize "party member cadres are educated, scientifically developed and the people benefit".

Third, we should highlight key points and enhance the pertinence of learning and practice activities. We should firmly grasp the first meaning of "development", seize the strategic opportunities such as the central government's revitalization of the northeast and Liaoning coastal economic belts, learn from advanced experience, and make ideological understanding, development ideas and work measures always keep up with the requirements of comprehensively revitalizing the old industrial bases in Northeast China; We should have a deeper understanding of the core of "people-oriented", always put attention to people's livelihood and promote social harmony in a very prominent position, start with things that the masses are satisfied with, start with things that the masses are dissatisfied with, institutionalize and standardize doing practical things for the people every year, and implement all work related to people's livelihood.

Fourth, pay attention to practical results and strengthen supervision and inspection. Establish a leadership responsibility system, and the main leaders personally mobilize and supervise the implementation, forming a responsibility system that the top leaders take overall responsibility, grasp the first level, grasp the first level, and grasp the implementation layer by layer; In-depth implementation of the system of contact points for leading cadres and the system of supervision and inspection, leaders at all levels often conduct in-depth investigation and study of contact points, listen to the opinions of grassroots people, and strengthen leadership and guidance on practical activities; It is necessary to strengthen supervision, form a special supervision and inspection team, strengthen supervision and inspection of study and practice activities, grasp the situation in time, make suggestions, sum up experience, solve problems, resolutely prevent formalism and go through the motions, and win the trust of the people with solid and effective rectification measures and results.
