What level of cadres are foreign ambassadors?
Deputy division level and above

Ambassadors abroad are cadres at or above the deputy division level. The rank of China's diplomatic envoys abroad from high to low is ambassador, minister, counselor, first secretary, second secretary, third secretary and attache. The full name of ambassador is ambassador extraordinary and plenipotentiary, which is the highest level of diplomatic envoy. Generally, the ambassadors to the United States, Britain, France, Germany, Russia, Japan and the DPRK, as well as the representatives to the European Union and the United Nations, are all deputy ministerial level, while the ambassadors of other countries are directors and deputy directors. Before the 1990s, China's ambassadors abroad were only ambassadors extraordinary and plenipotentiary to the United Nations Headquarters, other permanent members of the United Nations (the United States, Britain, France and the Soviet Union) and North Korea.

In a narrow sense, "diplomat" generally refers to the staff of embassies and consulates abroad, and their specific work should start with the institutional setup of embassies. The departments of the embassy are generally divided according to the competent business areas, such as political department, business department, military attache department, information department, culture department, education department and so on. Embassy staff are mainly responsible for bilateral business (politics, economy, culture, news, education, science and technology, military affairs, etc.). ) Participate in their offices.

However, the reality is that not every embassy has so many offices. Generally, the larger the embassy, the more people there are, and the finer the division of office and business. But at the same time, the cultural cooperation between the two countries will not stop because the embassy has no cultural office, and the work to be done by the embassy is the same, so the result is that the work of the big museum is more "refined" and the work of the small museum is more "miscellaneous".
