(1) Relevant departments

Improve the "county-oriented" compulsory education management system, and form a clear division of labor and a joint management work pattern. Improve the supervision and accountability mechanism for the balanced development of compulsory education. Responsible for holding special meetings and listening to reports on the balanced development of compulsory education. Regularly organize the performance appraisal of relevant county departments and township governments.
County Education Bureau: Play a comprehensive coordinating role, and study and formulate specific plans and plans for the balanced development of compulsory education. Do a good job in layout adjustment and rationally allocate resources. Under the leadership of the county government, coordinate relevant departments and units to improve policies, co-ordinate resources and implement measures. Strengthen the organization and implementation, scientific guidance and daily supervision of the balanced development of compulsory education.

County Supervision Bureau: Do a good job in the administrative supervision of school building construction and the selection of primary and secondary school teachers. Actively participate in the investigation and punishment of arbitrary charges in primary and secondary schools, and stop unreasonable apportionment and arbitrary charges of education by departments. Carry out democratic appraisal of work style, government affairs, efficiency construction and openness of school affairs. Responsible for the supervision and inspection of the performance of departments and units involved in the balanced development of compulsory education, and the accountability of units and responsible persons who do not understand and implement their work.
County Human Resources and Social Security Bureau: Improve and implement policies such as personnel (labor), wages and salaries, social security and technical titles (positions) evaluation and employment of compulsory education schools. Teachers' job evaluation and employment and teachers' treatment are inclined to rural areas and weak schools. Fully implement the performance-based salary system for teachers and staff in compulsory education schools. Strictly enforce the labor law, prohibit the use of child labor in all walks of life and ensure that school-age children receive nine-year compulsory education.
County Water Conservancy, Housing and Urban-Rural Development Bureau: conduct quality appraisal of compulsory education school buildings, conduct regular safety inspections, and strengthen supervision and guidance on school building safety. Supervise the implementation of the planning, construction and use of compulsory education schools, and ensure that newly built, rebuilt school buildings and maintenance projects meet the standards set by the state. Give priority to the examination and approval and handling of compulsory education construction projects, and simplify relevant procedures.
County Audit Bureau: Audit compulsory education funds and investment in infrastructure projects. To guide the internal audit of education and supervise the school funds regularly. Supervise the financial department to increase investment in education according to law, investigate and correct the misappropriation of education funds. Audit the economic activities in the field of education according to the law and regulations.
County Land and Resources Bureau: Incorporate the construction land for primary and secondary schools into the overall planning of urban and rural infrastructure construction land in the county, give priority to ensuring the construction land for educational projects, and do a good job in the examination and approval of compulsory education construction land.
County Local Taxation Bureau: Collect local education surcharge and urban education surcharge in full.
County-level institutions: According to the establishment approved by the province, the compulsory education schools in the county are fully staffed, and the ratio of students to teachers meets the provincial establishment standards. Conscientiously implement the system of posts and responsibilities, and actively do a good job in the staffing management of compulsory education schools in the county. Newly recruited teachers give priority to schools in rural areas and remote areas to ensure education and teaching needs.
County Culture, Sports, Radio, Film and Television Tourism Bureau: publicize the laws, regulations and policies of compulsory education, and actively create a good atmosphere for the whole society to care for and support the balanced development of compulsory education. Actively strive for policies to strengthen the construction of school sports facilities. Strengthen the guidance of school physical education.
County Health and Population and Family Planning Bureau: responsible for supervising and guiding health care, health supervision and disease prevention and control in primary and secondary schools, and issuing health certificates for school catering service employees. Guide schools to do a good job in physical examination of students and physical health monitoring of primary and secondary school students.
County Price Bureau: Earnestly implement education laws and regulations, strictly implement education charging policies, standardize education charging behaviors, review education charging standards according to relevant documents, and strengthen supervision and inspection of school charging work.
County Public Security Bureau: Guide and assist the education department to improve the school security network, rectify the surrounding environment of the campus, and maintain the normal teaching order of the school. Strengthen publicity and education on traffic safety, fire prevention and theft prevention, promptly investigate and deal with incidents that interfere with the normal teaching order of schools, safeguard the legitimate rights and interests of schools and teachers and students, and ensure the safety of teachers and students. Strengthen household registration management to ensure the implementation of compulsory education.
County Women's Federation: Give full play to its own advantages and take effective measures to extensively participate in the education of migrant children of migrant workers and the construction of care service system for left-behind children in rural areas. Scientifically guide family education.
County Disabled Persons' Federation: actively promote school-age disabled children and adolescents to receive compulsory education according to law, formulate plans and improve measures to ensure that the enrollment rate of children and adolescents with three types of disabilities reaches the prescribed proportion.
