According to the spirit of the Implementation Measures for Continuing Education of Accounting Professionals in Sichuan Province (SJCG[202 1] 12) by the Provincial Department of Finance and the Provincial Department of Human Resources and Social Security, and the Notice of the Sichuan Provincial Department of Finance on Organizing the Continuing Education of Accounting in 2022 (SJC [2022] No.4), the continuing education of accounting in 2022 was organized for our city.
First, the scope of accounting continuing education personnel
Persons with accounting professional and technical qualifications in state organs, enterprises, institutions, social organizations and other organizations (hereinafter referred to as "employing units") within the administrative area of this Municipality, or persons who do not have accounting professional and technical qualifications but are engaged in accounting work. Engaged in accounting work with reference to the Measures for the Administration of Accountants (Order No.33 of the Ministry of Finance [20 18]).
Two, the content and form of accounting continuing education
(A) the content of accounting continuing education. The content of accounting continuing education includes public subjects and professional subjects. The credits for continuing education in that year should be no less than 90 credits, among which, professional subjects are generally not less than two-thirds of the total credits. The credit conversion standard shall be implemented in accordance with the Implementation Measures for Continuing Education of Accounting Professionals in Sichuan Province (Chuan Cai Gui [20265438]12).
1. Public required subjects. According to the Notice of the Provincial Department of Human Resources and Social Security on Carrying out Public Subject Study of Continuing Education for Professional and Technical Personnel in 20021-2022, the three compulsory subjects are: policy interpretation of the twin-city economic circle in Chengdu-Chongqing area, comprehensive analysis of the outline of the national and provincial "14th Five-Year Plan", interpretation of the civil code, and construction of thinking ability under the rule of law. Under the principle of not repeating the learning content of the previous year, accountants voluntarily choose the topic 1 for learning.
2. Professional subjects. It mainly includes accounting laws and regulations, enterprise accounting standards, government accounting standards system, non-profit organization accounting system, internal control construction related system norms, management accounting and warning education. All regions and departments (units) can determine the training content in a focused and targeted manner according to the local actual situation and the post requirements of accounting personnel.
(B) the form of continuing accounting education. Accountants can choose online training, face-to-face training, or complete continuing education by passing the national accounting professional technical qualification examination, attending accounting professional conferences, attending accounting professional education (degree), undertaking accounting scientific research projects and other ways. Among them, online education and training is the main form of accounting continuing education in our city in 2022.
After the accounting personnel who participated in the online training completed their studies, the training institutions unified the background to push the learning records for registration; After the accounting personnel who participated in the face-to-face teaching and training organized by the employer completed their study, the training unit submitted the study records to the local finance bureau for registration and filing; Accountants who have completed their studies by other means can log on to the website of Sichuan Accounting Service Network or the financial department page of Sichuan Government Affairs Service Network (Zigong administrative regions) to apply for online registration.
Third, the accounting continuing education time
Accounting personnel should complete continuing education in that year and register in time before February 3, 20221. If continuing education is not completed in that year due to special circumstances, it shall be completed as soon as possible in the next year.
Four, the choice and management of accounting continuing education institutions
Online education and training
The Provincial Department of Finance published the list of online training institutions of accounting continuing education in Sichuan Province in 2022 on the website of "Sichuan Accounting Service" for continuing education personnel to choose voluntarily (see the annex for details).
(2) face-to-face education and training
Face-to-face education institutions that meet the requirements of the Measures for the Implementation of Continuing Education for Accounting Professionals in Sichuan Province and are willing to organize continuing education for accounting in 2022 shall, in accordance with the spirit of the Measures, declare to the local financial department within the specified time, submit the relevant materials stipulated in the Measures, and accept the supervision, guidance and management of the continuing education management department; And take the initiative to arrange public courses and charging standards to ensure the quality of training for continuing education personnel to choose voluntarily.

(1) The website of "Sichuan Accounting Service" of Sichuan Provincial Department of Finance (website:/) is the designated website for accounting continuing education management, information collection and registration of accounting professionals and technicians in the whole province. Accounting professional and technical personnel shall collect personal information from the designated website in time, apply for changing personal information, and apply for registered accounting continuing education.
(II) Accounting personnel participating in continuing education should complete personal information collection before continuing education and registration, otherwise the system cannot handle the registration business, in accordance with the Notice of the Provincial Department of Finance on Organizing Information Collection of Accounting Personnel in the Province (No.19 [2065438]).
(3) The employing unit and the competent department of industry shall organize the continuing education and training by themselves, and submit the specific teaching plan to the local financial department in official documents five working days before the implementation of the training in accordance with the relevant provisions of Sichuan Finance Regulations [202 1] 12, specifying the number of trainees, training time, training place, training form and content, and training teachers, with a list attached. The financial department shall supervise and guide the training.
(four) during the epidemic prevention and control in COVID-19, the organization of face-to-face training must strictly abide by the provisions of the epidemic prevention and control management in our city.
