The emperor can directly issue orders to six ministers. The governor holds the military and political power of the province, is the highest head of the province and has real power. Especially in the late Qing Dynasty, the government's control over local governments declined, and many government ministers, such as Zuo and Li Hongzhang, appeared, with great power, and the ministers were not worth mentioning at all.

So officially speaking, Shangshu has a higher status, but there are also special circumstances. Judging from whether there is real power, the governor has real power and the ministers have no real power.
