Functional responsibility

(a) the implementation of national, provincial and municipal laws, regulations and policies related to education, formulate normative documents related to education and organize their implementation.

(two) to formulate the education development plan and the annual work plan, put forward the goals and tasks of education reform and development, and coordinate and guide the implementation.

(III) Formulate policies and regulations on raising education funds, education funds, education infrastructure investment and education fees jointly with relevant departments, be responsible for the overall management of municipal education funds, supervise the implementation of district-level education financial funds, be responsible for the statistics, analysis and release of education-related data in the whole city, and guide the capital construction and financial management of schools.

(IV) Responsible for compulsory education, ordinary senior high school education, vocational education, higher education, preschool education, special education, ethnic education and adult education in the city, guiding schools to carry out education and teaching reform, school-running system and school internal management system reform, taking charge of all kinds of education entrance examinations in the city, and guiding and coordinating the management of private education in the city.

(5) to guide and coordinate the scientific research, popular science, education and teaching research of the city's education system, guide the educational technology and equipment, the construction of laboratories and libraries, and the informationization of education in various schools, guide the school logistics and school-run industrial work, organize the examination and approval of teaching materials and teaching books, and be responsible for the government procurement and supervision of the city's education system.

(VI) Implementing the relevant provisions on education supervision, organizing education law enforcement according to law, supervising and inspecting the performance of education duties by people's governments at lower levels and their education administrative departments, and supervising and evaluating the education work of schools and other educational institutions at all levels below the secondary level.

(seven) to guide the ideological and political work, moral education, sports health and art education, national defense education and publicity work of all kinds of schools at all levels in the city, to guide the safety, stability, public security and comprehensive management of schools, and to guide the audit work of the education system.

(eight) in charge of the city's teachers' work, organize the implementation of the teacher qualification system, organize and guide the professional and technical qualification evaluation of primary and secondary school teachers, guide the reform of the school personnel system, guide the construction of all kinds of school teachers and educational administrative cadres, and guide the party building and United front work of the municipal education system.

(nine) to guide and coordinate the foreign exchanges and cooperation of the city's education system.

(ten) responsible for the promotion and standardization of the national common language in the city.
