Article 1 In order to ensure that school-age children and adolescents receive nine-year compulsory education, these Provisions are formulated in accordance with the Compulsory Education Law of People's Republic of China (PRC) and the Regulations of Liaoning Province on Nine-year Compulsory Education, combined with the actual situation of this Municipality. Article 2 The implementation of nine-year compulsory education is the common responsibility of the whole society. All units and individuals in this Municipality shall implement the national and provincial laws, regulations and these Provisions on compulsory education, and ensure that school-age children and adolescents receive compulsory education according to law. Article 3 To implement the nine-year compulsory education, we must implement the national education policy, strive to improve the quality of education, enable children and adolescents to develop morally, intellectually and physically in an all-round way, and lay a foundation for cultivating talents with ideals, morality, culture and discipline in socialist construction. Article 4 Under the unified leadership of the Municipal People's Government, people's governments at all levels are responsible for the implementation of nine-year compulsory education.

City, county (city), District Education Committee, is the competent department of the people's government at the same level responsible for education, should do a good job in organizing, managing, coordinating and guiding the implementation of compulsory education according to law.

City, county (city), District People's government inspectors, responsible for the supervision, inspection and evaluation of the implementation of compulsory education in the region.

Relevant government departments should actively cooperate with the education authorities to ensure the implementation of compulsory education according to law. Article 5 Nine-year compulsory education is divided into two stages: primary education and junior secondary education. Seventh people's governments at all levels are responsible for raising and ensuring the business funds and capital construction investment needed for the implementation of nine-year compulsory education.

The people's governments at all levels should increase the proportion of funds used for compulsory education higher than that of recurrent fiscal revenue, so that the education funds according to the average number of students in school will gradually increase, and take various measures to raise funds, so that the public funds according to the average number of students in school will gradually increase.

The people's governments at all levels shall, in accordance with the provisions, levy additional education fees in urban and rural areas, mainly for the implementation of compulsory education. The people's governments at all levels shall not reduce the allocation of education expenses because the additional education expenses are included in the management of special budget funds.

City, county (city) and District People's governments set up special subsidies in the annual education funds to subsidize the implementation of compulsory education in rural poverty-stricken areas, especially ethnic minority poverty-stricken areas. Eighth people's governments at all levels to encourage all kinds of social forces and individuals to donate money for education; Encourage and support primary schools and junior middle schools to carry out work-study programs, and the economic benefits obtained by school work-study programs will be used to supplement education funds and improve school conditions in accordance with the prescribed proportion.

The school's extra-budgetary income should be included in financial management. Article 9 The departments in charge of finance, auditing and education of people's governments at all levels shall strengthen the auditing and supervision of education funds to ensure the rational use of education funds.

No unit or individual may occupy, embezzle or misappropriate education funds. Offenders shall be recovered by the government or relevant competent departments and given administrative sanctions. Article 10 People's governments at all levels shall incorporate compulsory education planning into social development planning and overall planning of urban and rural construction. Planning, planning and construction departments at all levels should make overall plans for the layout of local primary schools and junior high schools according to compulsory education planning and population distribution changes, and ensure the land for school building construction according to the standards stipulated by the state.

People's governments at all levels shall reasonably set up primary schools and junior high schools to ensure that school-age children and adolescents are enrolled nearby, and hold special education schools (classes) for blind, deaf-mute and mentally retarded children and adolescents.

The new construction, expansion, reconstruction, equipment purchase and renewal of primary and secondary school buildings should comprehensively consider factors such as financial resources, actual needs and social benefits. People's governments at all levels should adopt various ways to solve the required capital construction investment, and gradually make primary and secondary school buildings, teaching venues, equipment and books and materials meet the prescribed standards.

The construction of new urban areas and the transformation of old urban areas in counties and towns should be in accordance with the prescribed standards to build and expand primary and junior high school buildings; Villages (towns) and villages are responsible for the construction and maintenance of rural primary schools and junior high schools. If the economy is in real difficulty, the people's government at a higher level shall give subsidies as appropriate.

People's governments at all levels encourage and support enterprises, institutions, other social forces and individuals to set up primary and junior high schools. Eleventh city, county (city), District People's governments and education departments, according to the universal compulsory education plan, train and equip teachers who meet the prescribed standards, and create conditions to continuously improve the culture, professional level and political quality of in-service teachers and cadres.

According to the plan assigned to the primary school, junior high school and rural primary school, junior high school oriented training of college graduates, any unit shall not be withheld, should receive the unit shall not refuse.
