Principals and teachers' representatives of primary and secondary schools and kindergartens, teachers' representatives of provincial league schools (provincial teachers' morality education center) held a forum, and teachers' representatives of the whole province participated in the special training of "four haves and three haves" good teachers in provincial league schools, and formed the first draft of the manuscript on the basis of full investigation. After the first draft of the manuscript was formed, it involved many laws and regulations, personnel management, party discipline and discipline regulations, etc. in view of its numerous coverage, strong policy and great social concern. In order to improve the quality of document formulation and ensure the professionalism, legality and operability of documents.
