First of all, we should know that Tianshui is a prefecture-level city (that is, one level smaller than provincial units and one level larger than county-level units), while Qinzhou District is a county-level city. Secondly, Tianshui is in charge of Qinzhou District, and so is the education system. For example, Tianshui Education Bureau not only manages Qinzhou Education Bureau, but also manages the education bureaus of other five counties and Maiji District. In short, it is the relationship between the superior and the subordinate.
