The responsibilities of the Human Resources and Social Security Bureau are:
1. Formulate and implement relevant laws and regulations: formulate policies and plans for the development of human resources and social security, draft relevant laws and regulations, formulate departmental rules and organize their implementation;
2. Formulate human resources policy allocation: formulate human resources market development planning, human resources service industry development and human resources mobility policies to promote the rational flow and effective allocation of human resources;
3. Responsible for promoting employment: formulate plans and policies for coordinating urban and rural employment development, and improve the public employment and entrepreneurship service system;
4. Establish a training system and formulate employment policies: coordinate the establishment of a vocational skills training system for urban and rural workers, formulate an employment assistance system, and take the lead in formulating employment policies for college graduates;
5. Establish a social security system: promote the establishment of a multi-level social security system covering urban and rural areas, formulate social insurance policies and standards such as endowment insurance, unemployment insurance and industrial injury insurance, and formulate a national overall plan for endowment insurance and a unified plan for the relationship between endowment insurance, unemployment insurance and industrial injury insurance;
6. Organizing the formulation of insurance fund policies: organizing the formulation of management and supervision systems for social insurance and supplementary insurance funds such as pension, unemployment and work injury, preparing the draft budget and final accounts of relevant social insurance funds, and participating in the formulation of relevant social security fund investment policies;
7. Responsible for employment regulation: responsible for the prediction, early warning and information guidance of employment, unemployment and related social insurance funds, making response plans and implementing prevention and regulation;
8. Formulate arbitration system and improve labor relations policy: coordinate labor and personnel dispute mediation and arbitration system and labor relations policy, improve labor relations consultation and coordination mechanism, formulate working hours and rest and vacation system for employees, and formulate policies to prevent illegal use of child labor and special labor protection policies for female employees and underage employees;
9. Promote the reform of personnel training program: take the lead in deepening the reform of professional title system, formulate policies on professional and technical personnel management, continuing education and postdoctoral management, be responsible for the selection and training of high-level professional and technical personnel, and formulate policies to attract overseas students to work or settle in China;
10. Improve the vocational system: organize the formulation of the training, evaluation, use and incentive system for skilled personnel, improve the vocational qualification system, and improve the diversified evaluation policy for vocational skills;

Formulate personnel management policies: guide the personnel system reform of public institutions in conjunction with relevant departments, and be responsible for standardizing the comprehensive personnel management of public institutions such as post setting, open recruitment and employment contracts according to management authority;
12. Draw up the reward system: Work out the national commendation and reward system together with relevant departments, comprehensively manage the national commendation and reward work, and undertake the national appraisal and commendation work at the provincial and ministerial levels;
13. Establish an income distribution system: work with relevant departments to formulate wage income points for public institutions.
Using policies, establish the wage decision, normal growth and payment guarantee mechanism for personnel in enterprises and institutions;
14. Formulate relevant policies for migrant workers: formulate comprehensive policies and plans for migrant workers in conjunction with relevant departments, promote the implementation of relevant policies, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers;
15, responsible for international cooperation system: responsible for international exchanges and cooperation in the fields of human resources and social security, and formulating the management system for staff sent to international organizations.

The starting time of continuous work 10 year stipulated in the second paragraph of Article 14 of the Labor Contract Law is calculated from the date of employment by the employer, including the working years before the implementation of the Labor Contract Law.
