I. Purpose and significance

Implementing the living allowance for rural teachers is an important measure to strengthen the construction of rural teachers, which fully reflects the concern of the party and the state for rural teachers and the importance attached to rural education. It is of great practical significance and far-reaching historical significance to enhance the professional attraction of rural teachers, encourage outstanding teachers in cities and towns to teach in weak rural schools, improve the quality of rural education, ensure rural students to receive quality education, promote the balanced development of compulsory education and ensure educational fairness.

Second, the policy content

From 20 14 and 1, the living allowance for rural teachers in our province will be steadily promoted in accordance with the principle of "provincial fixed subsidy, independent implementation at the county level, one policy in one county and fixed post subsidy".

(2) Subsidies. Rural teachers' living allowance is paid to in-service teachers in public compulsory education schools in towns (townships) and villages except urban and Chengguan schools, excluding workers and retired teachers. Strictly implement the subsidy principle of "fixed salary by post, on-the-job enjoyment and cancellation after leaving the post". The living allowance is only for rural teachers. Teachers can enjoy it when they are on the job, and they will be cancelled naturally after they leave (including retirement). Teachers who have been approved by the county (city, district) and above education departments to teach in rural public compulsory education schools enjoy the same treatment as "special post teachers". Teachers who are not on the job, seconded for more than 3 months, and sent abroad for more than 3 months (on-the-job, studying, etc.). ), and retired (resignation, early retirement, leaving the post to retire) shall not be enjoyed. Teachers who have enjoyed the "Special Plan for Teachers of Talent Support Program in Remote and Poverty-stricken Areas, Ethnic Areas and Old Revolutionary Areas" will no longer enjoy the living allowance for rural teachers, but if it is lower than the local payment standard, it will be supplemented. For substitute teachers or temporary teachers, the local government will make overall plans.

(3) subsidy standards. The minimum subsidy standard is 400 yuan per person per month. Encourage organized local self-financing and raise subsidy standards. All localities should reasonably set grades and specific standards according to factors such as the difficult working and living conditions of teachers, focus on small villages and teaching points and regions with difficult conditions, do not eat the same pot of rice, do not engage in egalitarianism, and give full play to the subsidy policy to attract outstanding teachers to teach in rural schools (teaching points).

(4) Capital sharing. The living allowance for rural teachers shall be shared by the provincial, municipal and county governments. The provincial finance gives a fixed subsidy to 220 yuan per person per month, and the rest of the funds are borne by the city (state) and county (city, district). City (state) subsidy standards for counties (cities, districts) shall be determined by the people's government of the city (state). According to the implementation of rural teachers' living allowance in various places, the central government gives comprehensive awards and subsidies, and the award and subsidy funds are used as a whole for the expenses related to the reform of rural compulsory education funding guarantee mechanism. The provincial education and finance departments shall allocate the central award-winning funds according to the implementation and effect of various localities.

Third, organize the implementation.

(1) Strengthen organizational leadership. The local government is the main body responsible for implementing the living allowance for rural teachers. All localities should attach great importance to it, strengthen organization and leadership, fully implement the budget, and steadily promote the living allowance for rural teachers. City (state) education and finance departments are responsible for coordination and supervision, guiding counties (cities, districts) to formulate implementation measures, and strengthening supervision and inspection in the implementation process. The education and finance departments at the county level shall be responsible for formulating practical implementation measures, which shall be implemented after being approved by the government at the same level and reported to the municipal (state) and provincial education and finance departments.

(2) Strengthen supervision and management. All localities should intensify policy propaganda, take various forms, actively publicize policies, attract more outstanding teachers to teach in rural schools, let more people pay attention to rural education and care for rural teachers, and strive to create a good atmosphere in which the whole society respects teachers and values education. At the same time, it is necessary to do a good job in policy interpretation and ideological and political work of faculty, unify the ideological understanding of faculty with document policies, promote the smooth implementation of policies, maintain normal education and teaching order, and ensure the stability of the education system.
