Recently, China's first educational evaluation system reform document "Overall Plan for Deepening Educational Evaluation Reform in the New Era" was released, which proposed that by 2035, an educational evaluation system with the characteristics of the times, China characteristics and world level will basically be formed. The "Proposal" emphasizes "breaking short-sighted behavior and utilitarian tendency" and "establishing an institutional mechanism for performing duties scientifically".

In the current educational evaluation system, there are indeed some problems that need to be reformed, such as publishing international journals and overseas research experience as the criteria for evaluating Excellence. These "standards" have a direct impact on China's educational practice. At all stages of education, some "standards" have become insurmountable thresholds for educators, seriously affecting the quality of teaching and scientific research. The success of the reform of educational evaluation system is the key to build a modern educational governance system and enhance the ability of educational governance. It can be said that the reform of educational evaluation system is imminent.

The core of this reform is "improving result evaluation, strengthening process evaluation, exploring value-added evaluation and perfecting comprehensive evaluation". Improve the scientific performance of party committees and governments at all levels, improve the implementation mechanism of moral education in schools at all levels, improve the evaluation system of teachers' teaching and educating people, promote the all-round development of students, and make the social selection and employment methods more scientific. In order to achieve the goal of reform, the education system must be upright and innovative, and it also needs systematic changes in social and cultural atmosphere.

Of course, the reform of educational evaluation system can not be separated from the orientation and the "breaking" and "standing" of the system:

Break the utilitarian culture in the educational evaluation system. It is necessary to truly "break the five talents", instead of diluting the test scores while watching the results of academic competitions and innovative activities, otherwise it will only deepen the unfairness of education and let children with resources and backgrounds have better comprehensive results.

Thoughts on breaking the separation between educational reform and social system. Education system is a subsystem of social system. If we want to realize real reform, we must get the support of external system. Talents trained only from the internal reform of educational institutions may not be really reused by society.

Break the single education evaluation mechanism. Education, especially higher education, is often not a single stakeholder, but involves many disciplines. The interests of these stakeholders are not always coordinated, so it is necessary to form a multi-party participation mechanism.

At the same time, we must ensure three "stands".

First, establish a correct value system of educational evaluation, guide students to truly love learning and make scientific research achievements in a down-to-earth manner. Under the guidance of a correct educational evaluation system, we can form a down-to-earth scientific research style and ensure the authenticity and reliability of personnel training.

Secondly, to establish a holistic view of education evaluation reform, we should not only reform the education system, but also change the talent selection mechanism of society and employers. If the personnel department still talks about rank and salary based on academic qualifications, the settlement policy is still dominated by "985, 2 1 1", and governments at all levels still talk about talents based on their origins, I am afraid that the reform can only be ineffective.

Third, establish multi-subject participation and formulate a systematic education evaluation mechanism. Through game and negotiation, important stakeholders reach a consensus on the standards, implementation methods and how to apply the results of educational evaluation, so that educational evaluation can play its due role.

As we all know, the educational evaluation system plays a "baton" role in educational practice. The reform of educational evaluation system is a systematic and complicated project, which requires not only bold "breaking" but also innovative "standing". Only by doing a good job of "breaking" and "establishing" the educational evaluation system can we establish an educational evaluation system that conforms to the development process of China's new era.
