The headmaster is fully responsible for the teaching, scientific research and other administrative work of the school. The principal shall exercise his functions and powers through the principal's office meeting or school affairs meeting, and accept supervision according to law. Vocational schools can listen to the opinions of representatives of industry organizations, enterprises and school graduates through consultation and other forms, and play their role in participating in school construction and supporting school development.

Thirty-sixth vocational schools should run schools according to law and manage independently in accordance with the articles of association. Vocational schools can carry out the following activities in running schools:
