Economic poverty alleviation is more important than knowledge poverty alleviation.
Thank you, Madam President. Good afternoon. Make it clear from the beginning. Economic poverty alleviation includes not only the direct injection of funds, but also the input of talents, technology, materials and other resources, and through the effective allocation of these resources, the purpose of poverty alleviation is achieved. Knowledge-based poverty alleviation is to teach culture to poor areas, enhance the income-generating ability of poor areas and the population themselves, and help solve the poverty problem. First, let's look at the poverty situation in China today. The poverty-stricken population exceeds 70 million, and the "poverty reduction effect" of economic development is decreasing year by year. From 199 1 to 2000, the average progress of absolute poverty reduction was 0. 1, while from 2000 to 20 10, the average progress was only 0.07, and there was a decreasing trend year by year. It is urgent to solve the poverty problem.

We want to argue with each other and reach two points of consensus. First, what we are discussing today is the importance of both economic poverty alleviation and knowledge poverty alleviation. Second, economic poverty alleviation is not financial poverty alleviation. Our view is that economic poverty alleviation is more important than knowledge poverty alleviation. Our benchmarking can solve the poverty problem more effectively. Next, I will explain our views from two aspects.

First, economic poverty alleviation is more direct and effective than knowledge poverty alleviation. Economic poverty alleviation is the most direct capital investment, and capital investment can be transformed into productivity and efficiency as soon as possible. As we all know, fixed assets and monetary funds are more liquid than intangible assets such as knowledge. Moreover, for the poor, the marginal benefit of economic poverty alleviation is greater than that of knowledge poverty alleviation. For them, a sum of money may be more valuable than a book. At the same time, economic poverty alleviation can give industrial support and basic talent allocation to poor areas, which can better promote the development of the whole poor areas, attract foreign population and funds, and cause superimposed benefits. For example, the western region is rich in water resources, and water conservancy projects can be increased according to local conditions. Because of human uncertainty, knowledge-based poverty alleviation may have little effect. For example, the western region is economically backward and lacks knowledge, because knowledge cannot be retained. Xi' an has 46 colleges and universities, ranking third in the country; There are nearly 500 scientific research institutes in Sichuan, but not only peacocks, but also sparrows fly southeast every year. Taking Ruian as an example, 72.26% of rural college students have flowed into cities. Most of them went back to the countryside because it was difficult to find a job in the city. In contrast, economic poverty alleviation can give industries, vitality and jobs to poor areas, and can really retain funds and talents.

Second, economic poverty alleviation is more targeted than knowledge poverty alleviation. The growth of a region is divided into three stages: poverty alleviation, development and prosperity. Now we should base ourselves on the poverty stage and talk about what the poor people need most. Under the poverty situation, the most basic contradiction is food and clothing, not survival, and economic poverty alleviation is the most comprehensive way to help people achieve food and clothing and healthy survival in the shortest time. Another debater wants to get rich directly with knowledge without solving the problem of food and clothing, so should our debate today be changed to that it is more important to get rich with knowledge than with economy?

We do not deny that knowledge-based poverty alleviation is conducive to the improvement of people's literacy and the long-term interests of the series. But based on the goal of poverty alleviation, we firmly believe that economic poverty alleviation is better than knowledge poverty alleviation.
