The Party Group of the Ministry of Education issued a notice: the starting time of universities, primary and secondary schools and kindergartens nationwide will continue to be postponed in principle. To further improve online education and teaching, it is necessary to clarify the current online teaching? Teach what? And then what? How to teach? We should constantly explore the organic combination of classroom teaching and online education after school starts. Schools don't start school until the epidemic situation in primary and secondary schools is basically controlled, and schools don't start school until the basic prevention and control conditions are met, so the public health safety of teachers, students and campus can't be effectively guaranteed.

Regarding the requirements for formal resumption of classes, it is very clear that we should strengthen the territorial responsibility, start school at the wrong time and at the wrong peak, and do a good job of teaching convergence in accordance with the principle of territorial management. In principle, the third grade should be synchronized within the province and synchronized with the third grade in the same city.

So far, only Guizhou. It is clear that the start time of senior three is March 16 (see the figure below). Even in Tibet, where the epidemic situation is the lowest in the country, there is no clear start time.

So, when is the best time to restore primary and secondary schools? Rational discussion of this problem will help us to resolve our anxiety and get ready.

Personally, the formal resumption of classes in primary and secondary schools requires at least the following prerequisites:

First, the epidemic situation has been effectively controlled. Effective control means that there are no new cases for more than 14 days. Take Chengdu as an example. At present, there have been no new cases for 9 consecutive days, which means that the epidemic situation in Chengdu has basically been effectively controlled. If there is another five days of zero growth, then it will be time for Chengdu to officially start school. However, it takes at least 1 week to analyze the risk of epidemic prevention and control and then go through various procedures. During this period, once a confirmed case appears, it is necessary to start from scratch.

Second, the risk of virus transmission is extremely low. Compared with the effective control of the epidemic, the risk is extremely low and it is difficult to judge. For example, although there were no confirmed cases in Chengdu for 9 consecutive days, the personnel are complicated because it is located in the western transportation hub. Taking February 27th as an example, nearly 100 people from South Korea, the hardest hit area except Wuhan, arrived in Rongcheng, which brought unstable factors. In addition, the surrounding areas, especially daofu county, Ganzi Prefecture, have a serious epidemic situation, so it is difficult to make this risk assessment. At present, Chengdu has been divided into high risk areas, medium risk areas and low risk areas according to the epidemic risk, but this division may change at any time.
