First, the epidemic situation has been effectively controlled. Effective control means that there are no new cases for more than 14 days. Take Chengdu as an example. At present, there have been no new cases for 9 consecutive days, which means that the epidemic situation in Chengdu has basically been effectively controlled. If there is another five days of zero growth, then it will be time for Chengdu to officially start school. However, it takes at least 1 week to analyze the risk of epidemic prevention and control and then go through various procedures. During this period, once a confirmed case appears, it is necessary to start from scratch.
Second, the risk of virus transmission is extremely low. Compared with the effective control of the epidemic, the risk is extremely low and it is difficult to judge. For example, although there were no confirmed cases in Chengdu for 9 consecutive days, the personnel are complicated because it is located in the western transportation hub. Taking February 27th as an example, nearly 100 people from South Korea, the hardest hit area except Wuhan, arrived in Rongcheng, which brought unstable factors. In addition, the surrounding areas, especially daofu county, Ganzi Prefecture, have a serious epidemic situation, so it is difficult to make this risk assessment. At present, Chengdu has been divided into high risk areas, medium risk areas and low risk areas according to the epidemic risk, but this division may change at any time.
