Can an educational institution enroll in a junior college after upgrading its academic qualifications to that university?
You can't.

The specialties registered by educational institutions are not really full-time, so they can't enter universities.

Some training institutions recruit students to teach in or around some colleges and universities under the guise of full-time study. The student status established for students is self-study, or adult status established after taking the adult college entrance examination, or online education status of some key universities. No matter what form of study, the final diploma cannot be an ordinary full-time diploma.
