The implementation areas are mainly: counties (including county-level cities) and rural students who are diligent and studious and have excellent grades in high schools below the county level in remote, poor and ethnic areas.

The three major plans of college entrance examination include national special plans, college special plans and local special plans. The implementation areas are concentrated contiguous counties with special difficulties, national key counties for poverty alleviation and development, and four prefectures in southern Xinjiang.

1. The national special plan enrollment institutions are national key universities, and the enrollment targets are the whole country. The local special plan enrollment institutions are local key universities, and the enrollment targets are all provinces (autonomous regions and municipalities).

2. The admission batches of the three special projects are different. Generally speaking, the admission of national special plans is arranged in advance for undergraduates, the admission of special plans for colleges and universities is arranged for independent enrollment, and the admission of local special plans is arranged after the first two special plans (some provinces arrange admission after a batch of undergraduates).

3. The enrollment institutions of the special plan for colleges and universities are universities directly under the Ministry of Education and other self-enrollment pilot universities, and the enrollment targets are students with excellent performance in rural areas. Candidates can only apply for the exam after passing the examination of the admissions institution, which can be understood as another kind of independent enrollment.

How to declare the rural special plan;

1. Candidates must apply for the Qualification Examination Form for Directional Enrollment Candidates in Poverty-stricken Areas of XXXXX Province in the county (city, district) where their household registration is located, and submit it to the county (city, district) education examination enrollment institution for qualification identification and filing.

2. Unqualified candidates are not allowed to participate in the national special plan. At the time of qualification examination, candidates who meet the relevant qualifications but have special individual circumstances shall be audited by the county (city, district) education examination admissions institution and reported to the city (state) education examination admissions institution for ruling. City (state) education examination enrollment institutions will review the list of candidates and the situation reported to the Provincial Education Examinations Institute for the record.
