Compulsory education is the basic public service provided and guaranteed by the state and the most important field of educational equity. One of the main signs to measure educational equity is the balanced development of compulsory education. The 18th National Congress of the Communist Party of China put education at the top of improving people's livelihood and strengthening social construction, and clearly stated that education is the cornerstone of national rejuvenation and social progress, and that it is necessary to "develop nine-year compulsory education in a balanced way" and "vigorously promote educational equity", which reflects the great importance attached by the CPC Central Committee to education and its firm determination to promote the balanced development of compulsory education.
