First, a new breakthrough has been made in the reform of personnel training system, and efforts have been made to promote the reform of education and teaching contents and methods, curriculum materials, examination enrollment and evaluation system, and to explore effective ways and methods to reduce the academic burden of primary and secondary school students and promote quality education. Second, new breakthroughs have been made in the reform of the school-running system, and efforts have been made to promote the implementation of the autonomy of colleges and universities, reform the school-running model of vocational education, improve the development environment of private education, and raise the level of Sino-foreign cooperation in running schools. Third, new breakthroughs have been made in the reform of the management system, and efforts have been made to establish and improve the system and mechanism for accelerating the development of preschool education, comprehensively promote the balanced development of compulsory education, solve the problem of choosing schools in various ways, deepen the reform of the management mode of higher education, and build a modern university system with China characteristics.
