First, fully understand the important position and role of community education.

Community education is an inevitable requirement for China society to enter the stage of modernization and urbanization. It is not only an important part of China's education system, but also an indispensable way to realize social progress. Community education takes all social members as the service object, the community as the basic space carrier, and adopts the technical means of combining traditional education with modern distance education to meet the different needs of social members of different ages, levels and types, thus improving the comprehensive quality of individual social members, the happy life quality of the whole city and the spiritual civilization level of the whole society.

Accelerating the development of community education plays a very important role in implementing the spirit of the Sixth Plenary Session of the Seventeenth Central Committee of the Communist Party of China, promoting the construction of socialist core value system, promoting the great development and prosperity of socialist culture, enhancing the comprehensive competitiveness of cities, achieving the strategic goal of coordinated urban and rural development, improving the quality of life of the general public, promoting people's all-round development, innovating social management mode, strengthening the construction of grass-roots political power, going deep into the grass-roots units and serving the masses.

At present, there are still some problems in community education in our city, such as imperfect mechanism, inadequate management and unsustainable guarantee. Compared with developed areas, there is still a big gap. All levels in the city should further raise their awareness, enhance their sense of responsibility and urgency in organizing community education, intensify their work, and strive to raise the work of community education in the city to a new level. Two, clear the guiding ideology and objectives of community education.

(1) guiding ideology.

Thoroughly implement the spirit of the Sixth Plenary Session of the Seventeenth Central Committee of the Communist Party of China and the Third Plenary Session of the Tenth Municipal Committee, focus on the overall goal of "building an educational highland in the west, narrowing the three major gaps, and promoting the construction of a socialist core value system", adhere to the combination of the leadership of the Party Committee and the government and the participation of all sectors of society, and promote socialization and socialized learning. Actively develop and fully integrate all kinds of educational resources, vigorously carry out various forms of community education activities, publicize scientific theories, spread advanced culture, advocate scientific spirit, promote social integrity, continuously improve the overall quality and quality of life of citizens, enhance the internal motivation of urban innovation and sustainable development, and promote the construction of a harmonious socialist society.

(2) Work objectives.

-By 20 15, the participation rate of community residents in organized community education in the whole city will reach more than 50%, including more than 80% in the nine districts of the main city, more than 70% in other areas within the "one-hour economic circle" and more than 40% in the "two wings" areas.

—— By 20 15, five national community education demonstration zones, five national community education experimental zones, 10 municipal community education demonstration zones and 10 municipal community education experimental zones will be built.

-By 2020, we will take the lead in realizing community education to cover all citizens in the western region, initially build a learning city where everyone can learn, learn from time to time and learn everywhere, and basically form a perfect lifelong education system. Third, measures to strengthen community education

(1) Develop community education resources.

On the basis of integrating high-quality resources of higher education, vocational education and adult education, we will continue to develop educational resources with local characteristics in Chongqing with the main goal of improving citizens' life literacy, scientific literacy and cultural literacy, and put the concepts of lifelong education and lifelong learning through all levels and fields from pre-school education to post-university continuing education, and strive to improve citizens' learning ability, employment ability and sustainable development ability. Establish barrier-free admission and flexible learning systems, establish credit accumulation and conversion systems, gradually realize mutual recognition and convergence of different types of learning achievements, support and encourage vertical convergence and horizontal communication between various academic education, academic education and non-academic education, build an "overpass" for lifelong learning, and provide learning opportunities and services for all those who are willing and able to receive education.

(2) Establish a four-level community education network.

Led by the Municipal Education Commission, relying on the advantages of Chongqing Radio and TV University's modern distance education technology platform and school-running network, Chongqing community education guidance service institution was established as the business guidance institution of the city's community education, specifically responsible for the business guidance and organization and implementation of the city's community education. All districts and counties (autonomous counties) set up community colleges by relying on branches or workstations of radio and television universities, community schools by relying on cultural centers of streets (towns), and community learning activity rooms in communities (villages), forming a four-level community education network covering urban and rural areas in the city to meet the diverse educational needs of residents.

(3) Building a digital learning city.

Make full use of modern information technology to build "Chongqing Lifelong Learning Network", and use it as a carrier to establish digital learning platforms in all districts and counties (autonomous counties), and extend digital lifelong education services to communities and families, making it a diversified and multi-level resource center, policy information dissemination center and learning exchange platform for citizens' community education that can provide vocational training, leisure education and cultural education. Realize the interconnection of learning resources in districts and counties, and actively create a lifelong learning atmosphere of "independent learning, free learning and happy learning".

(4) Promoting the construction of community culture.

Actively explore a new mode of community education in which the existing cultural resources in the community are open to community residents. Using the established institutions such as farmer's bookstores, community libraries, township cultural stations and community cultural centers, we will carry out all kinds of quality education and vocational education for employees, urban and rural residents, primary and secondary school students and other groups, and regularly carry out a series of major learning activities, and carry out lifelong learning activities such as national lifelong learning week, national reading week, national health month and civilized citizen day.
