These research institutes, societies and other organizations are all headed by the Ministry of Education. These societies and associations in charge of the Ministry of Education have never heard of which is the most authoritative, and they are all similar. The authority is still directly under the Ministry of Education, but the Ministry of Education will not engage in some academic activities casually. They are restricted by many rules and regulations, and are not as close to schools and teachers as these societies and research institutes.
