The Ministry of Education and other nine departments issued the "Fourteenth Five-Year Plan of Action" to promote the development of ordinary high schools in counties. The overall goal is that by 2025, the overall level of running schools in counties will be significantly improved, the coordinated development mechanism of ordinary high schools in counties and urban areas will be basically sound, and the coordinated development of ordinary high schools and secondary vocational education will promote the gross enrollment rate of senior high schools in China to reach over 92%.

It is understood that in 2020, there will be14,200 ordinary high schools in China, including 7,243 ordinary high schools held in counties and county-level cities, accounting for 5 1%, with students14,684,000, accounting for 59%.

The scale of county-level ordinary high schools is more than half of the total number of ordinary high schools in China, and it is the leader of county-level basic education. Running county middle schools well is of great significance for consolidating and improving the popularization level of high school education, promoting the high-quality and balanced development of county compulsory education, and serving the national rural revitalization and talent development strategy.

1, resolutely put an end to illegal cross-regional enrollment.

The "County Promotion Plan" proposes to build a strong, standardized and orderly enrollment mechanism, resolutely put an end to illegal cross-regional enrollment, and prevent excessive loss of county students.

The requirements of strengthening enrollment management are further put forward from three aspects: first, the responsibilities of enrollment management at all levels are clarified, and it is proposed that all localities should effectively strengthen the overall responsibility of the province and the main responsibility of the city on the basis of implementing the county-level enrollment management responsibility, strictly manage the enrollment of ordinary high schools, and fully implement the "common recruitment" and territorial enrollment policy;

The second is to strengthen enrollment supervision, require all localities to comprehensively establish a unified enrollment and admission network platform for high school students at the prefecture and city levels, encourage qualified places to establish a unified enrollment and admission network platform at the provincial level, effectively strengthen the enrollment plan and admission process management, and increase the investigation and punishment of illegal enrollment behaviors;

The third is to increase the opportunities for rural students to enter higher education, and put forward that the special enrollment plan for colleges and universities during the 14 th Five-Year Plan period will continue to support areas with weak basic education.

2. It is forbidden to rob and dig talents in the county and improve the supplementary incentive mechanism for teachers.

In the face of the serious brain drain of outstanding teachers in some counties in recent years, the County Promotion Plan clearly puts forward that it is strictly forbidden for schools in developed areas and urban areas to rob and dig outstanding principals and teachers in counties in weak areas, and those who maliciously rob and dig talents in middle schools in counties without the consent of the personnel department and the education administrative department will stop all kinds of appraising qualifications.

According to statistics, there are currently 77,000 teachers in all counties in China, and the ratio of students to teachers in 3,776 counties exceeds the national standard. The "County Promotion Plan" requires all localities to replenish teachers in the county in time according to conditions and standards, optimize the allocation of teachers, and strive to solve the problems of insufficient total number of teachers and structural shortage of personnel in the county.

The administrative department of education shall not occupy the teachers in the county for a long time or borrow teachers from the county, and it is strictly forbidden for public school teachers to teach in private schools, and complete the rectification before the start of school in autumn 2022.

3, the implementation of trusteeship assistance project, support weak counties.

The Ministry of Education will implement the trusteeship assistance project, and strive to support every county with weak educational foundation through various forms of county trusteeship assistance, so as to accelerate the overall improvement of county-level education.

4, improve the level of funds in the county, "one school, one case" to develop standardized construction project implementation plan.

It is understood that during the "Thirteenth Five-Year Plan" period, the central government has invested a total of 3,965,438+billion yuan in the construction of ordinary high schools, and various localities have also increased their investment, building, renovating and expanding 4,570 ordinary high schools nationwide. However, the overall conditions for running schools in counties in China are still relatively backward. In 2020, there are 1 12 1 counties in China where the building area of middle schools is not up to standard, with a school building gap of 8.99 million square meters; The number of teaching computers per 100 students in the county is only 60% of that in the urban area.

5. Eliminate large classes and effectively control large-scale schools.

The "County Promotion Plan" further puts forward the work objectives and requirements. First, intensify the implementation of the special plan to eliminate the large class size of ordinary high schools, completely eliminate the large class size of 56 students and above, and the class size of new high schools should not exceed 55 students;

Second, for existing large-scale schools, all localities should formulate implementation plans for scale reduction in light of the actual situation, actively and steadily resolve large-scale schools, optimize school resource allocation and functional structure with the adjustment of school scale, and effectively improve teaching conditions and learning and living environment; It is strictly forbidden to merge middle schools in the county at will, and the scale of newly built ordinary high schools shall not exceed 3000 to prevent the emergence of new large-scale schools.
