Chapter I General Provisions Article 1 In order to ensure the safety of schools, maintain the normal order of education and teaching, protect the legitimate rights and interests of students, teaching staff and schools, and actively prevent and properly handle school safety accidents, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to school safety work and activities related to school safety work within the administrative area of this Municipality. Article 3 Schools mentioned in these Regulations refer to full-time primary and secondary schools, institutions of higher learning, special education schools and various secondary vocational schools organized by the state or social forces. Article 4 School safety work shall follow the following principles:

(a) safety is a priority;

(2) giving priority to prevention and combining prevention with treatment;

(3) Combination of education and protection;

(four) timely, legal and fair handling of safety accidents. Article 5 Schools are responsible for the safety education, management and protection of students, and should establish and improve the school safety management system according to the physiological, psychological and educational characteristics of students of different ages.

Parents or other guardians of students shall perform their guardianship duties according to law, and carry out safety education, management and protection for students. Encourage students to voluntarily participate in accident insurance.

Students should abide by the rules, regulations and disciplines of the school; At different stages of education, we should avoid and eliminate the corresponding dangers according to our age and cognitive ability. Sixth municipal education department is the city's school safety department, and the district and county (city) education departments are responsible for the school safety work within their respective jurisdictions.

Public security, ecological environment, housing and urban and rural construction, transportation, culture and tourism, health, market supervision, comprehensive administrative law enforcement, emergency management and other administrative departments shall, according to their respective functions and duties, cooperate in safety work.

The town (township) people's government and sub-district offices where the school is located shall jointly safeguard the environmental safety around the school with the relevant administrative departments. Seventh people's governments at all levels and relevant departments shall reward units and individuals that have made remarkable achievements or made special contributions to the maintenance of school safety. Chapter II Safety Management Article 8 Principals are responsible for school safety work, the principals are responsible for the organization and management of school safety work, and the post responsibility system for safety management is implemented. Ninth schools should strengthen the safety education and self-help and self-care education for students and staff, and carry out emergency drills according to the actual situation and needs. The school curriculum should include safety education.

The last week of March every year is school safety education week.

The competent education department shall conduct safety education and training for faculty and staff. Tenth schools should establish and improve the campus safety system, and should conduct no less than two safety inspections each semester; Education and other relevant administrative departments shall, in accordance with their respective responsibilities, conduct regular safety inspections on schools and the surrounding environment; The people's governments at all levels shall organize the relevant administrative departments to conduct a joint inspection of the surrounding environment of the school at least once every semester.

The problems or potential safety hazards found in the inspection shall be solved in time. Eleventh education administrative departments should incorporate school safety work into the content of school target management and conduct regular assessment.

City and county (city) people's government education supervision institutions should take school safety as an important part of education supervision and evaluation. Article 12 Institutions of higher learning should set up special security institutions, equipped with special security personnel and equipment.

Primary and secondary schools and other schools shall be equipped with full-time (part-time) security personnel. Thirteenth schools should implement the guard system. School security personnel have the right to ask people who enter and leave the school to show their identity documents.

Unauthorized non-school personnel and non-school motor vehicles are prohibited from entering the campus. Vehicles allowed to enter the campus must drive at a speed limit and stop at a designated place.

No one is allowed to fight in school, make trouble, or bring inflammable and explosive substances, toxic substances, animals, controlled knives and other items that may endanger the safety of the school into the campus.

Schools should strengthen the security of key parts of the school, and school security personnel should strengthen the patrol inside the campus. Fourteenth school buildings, venues, other educational and teaching facilities and living facilities provided by school sponsors must meet the national safety standards.

The teaching utensils, facilities and equipment provided by schools or other service institutions to the teaching staff and students for education, teaching and life services must meet the national safety standards. Fifteenth experimental instruments, drugs and dangerous goods used in school teaching and scientific research should be classified and stored in safe places, and there is a strict management and use system.

Experimental teachers and students must abide by the experimental operating rules. Sixteenth schools should be equipped with fire-fighting facilities and fire-fighting equipment in accordance with the relevant provisions of the state, and conduct regular fire inspections to ensure that fire-fighting facilities and equipment are in good condition and effective. Teaching buildings, libraries, teachers' and students' dormitories and other places shall be equipped with emergency lighting devices, and safety exit signs shall be set up to ensure smooth evacuation passages and safety exits. Strict electricity, fire prevention, flammable and explosive materials management system.

Fire rescue institutions shall regularly conduct fire safety inspections on schools and assist schools to carry out fire safety knowledge education.
