The management system of personnel, finance, materials and other schools that enterprises and institutions directly under the Ministry continue to hold will remain unchanged, and the education business will be managed by the local education department according to the principle of localization.
The education funds of ordinary colleges and universities jointly built by the central and local governments and mainly managed by local governments shall be deducted by the Ministry of Finance according to the adjusted budget of 1.999, and then increased by 1.5% as the funding index for allocating places; Funds for free medical care and housing reform (earmarked for subsidizing the establishment of housing accumulation fund) have been allocated to local governments by the Ministry of Finance according to the implementation of the budget of 1999 since 2000, and allocated to schools by local financial departments. Where the Ministry of Finance allocates funds from the account of the original secondary specialized school, the institutions of higher learning upgraded from the secondary specialized school will be transferred to the place according to the allocation ratio of 1999.
In principle, according to the average annual investment in the central budget of the school in the first five years (1995- 1999), combined with the actual situation of construction projects and school development, the Ministry of Education, together with the former competent departments (units) and relevant provinces (autonomous regions and municipalities directly under the Central Government), will negotiate with the State Planning Commission to determine the investment base, and the central government will continue to support it for a period of time before reaching the local level. At the same time, the State Planning Commission will give the above-mentioned schools a certain amount of one-time special subsidies according to the construction projects.
2. For institutions of higher learning jointly established by the central and local governments and mainly managed by local governments, the Ministry of Education should determine "professional points managed by the state" (the specific list will be issued separately by the Ministry of Education) to ensure the talent training needs of some special industries, and the adjustment of these professional points must be approved by the Ministry of Education.
3. Institutions of higher learning jointly established by the central and local governments and mainly managed by local governments mainly recruit students in the region, train talents for the region and serve the economic and social development of the region. At the same time, it is advisable to enroll students across provinces (autonomous regions and municipalities directly under the Central Government), and some majors with strong industry characteristics, especially those listed in the "National Management Specialty", should enroll students nationwide; With the consent of the provincial people's government, individual special schools with strong industries can also enroll students nationwide as a whole.
The employment of graduate students and undergraduate and junior college graduates shall be implemented in accordance with the relevant provisions of the state.
4. The state-owned assets, staffing, labor wages, education funds, scientific research funds and housing reform funds transferred to the Ministry of Education have been transferred to the Ministry of Education for management since 2000. Its capital investment is determined by the original competent department (unit), the Ministry of Education and the State Planning Commission according to the average annual investment in the central budget of the school in the first five years (1995- 1999) and then transferred to the Ministry of Education.
5. Schools entering the "2 1 1 Project" construction shall be funded by the State Planning Commission, the Ministry of Finance and the Ministry of Education respectively according to the funding channels and quotas determined in the "2 1 1 Project" construction feasibility study report approved by the State Planning Commission.
6. Transfer to medical colleges managed by the Ministry of Education or jointly established by the central and local governments, with local management as the mainstay. The education department is responsible for the administration and teaching business management of its affiliated hospitals, and the health management system remains unchanged. The health department is still responsible for medical business, funds and financial management. The allocation of health expenditure indicators for affiliated hospitals of medical colleges jointly established by the central and local governments and mainly managed by local governments shall be determined by the Ministry of Finance in consultation with relevant departments. The business funds of the affiliated hospital are allocated by the financial department at the same level to the health department, and then allocated to the hospital by the health department.

Adult institutions of higher learning, secondary specialized schools and technical schools run by enterprises and institutions affiliated to departments (units) shall continue to be responsible for and managed by the organizing units for their human, financial, material and capital construction, and their educational business shall be managed by the local education departments according to the principle of territoriality.
2. Adult institutions of higher learning, secondary specialized schools and technical schools, schools with education funds allocated by the Ministry of Finance shall be adjusted according to the base index of 1999 approved by the Ministry of Finance. 1999 Schools allocated by the Ministry of Finance receive additional capital adjustment funds. Schools that need to reduce their business expenses according to the spirit of the State Council shall be calculated according to the reduced figures. Since 2000, the funds of the above-mentioned schools have been transferred to local management.
Funds allocated by the Ministry of Finance for free medical care in schools, housing reform (earmarked for subsidizing the establishment of housing accumulation fund) and retirement funds of administrative institutions will be transferred to local governments according to the budget implementation of 1999 from 2000, and the local financial departments will handle them according to relevant regulations.
3. In principle, the above-mentioned schools recruit students locally and cultivate talents needed locally. Among them, a few schools and majors with strong industries can continue to recruit students across provinces (autonomous regions and municipalities directly under the Central Government). Schools run by the above-mentioned enterprises in the railway and other industries that implement vertical management can continue to recruit students nationwide. The State Council departments (units) of the school management system adjustment work under the leadership of the State Council, by the Ministry of Education, the State Planning Commission, the Ministry of Finance in conjunction with the original school departments (units) to organize the implementation.
(1) All relevant departments shall designate offices or specialized personnel to assist the Ministry of Education and the people's governments of relevant provinces (autonomous regions and municipalities directly under the Central Government) to jointly complete the adjustment tasks. We should conscientiously do a good job in related work, especially pay attention to ideological and political work to ensure a smooth transition of the school.
(2) The Ministry of Education, the State Planning Commission, the Ministry of Finance and relevant departments are jointly responsible for the transfer or disbursement of school fees, infrastructure investment and other related funds.
Led by the Ministry of Education, in conjunction with relevant departments and relevant provinces (autonomous regions and municipalities directly under the Central Government), do a good job in the handover of personnel, files and assets of the school.
(3) The Audit Commission shall, in conjunction with the Ministry of Finance, the Ministry of Education and other relevant departments and the provincial people's government, audit the financial situation of each school in accordance with relevant laws and regulations to ensure that the state-owned assets of the school are not lost. Specific measures shall be formulated separately.
