On the afternoon of February 13, 2023, the World Digital Education Conference was held in Beijing. As an important achievement of the conference, Lei Chaozi, director of the Department of Science, Technology and Information Technology of the Ministry of Education, released seven standards and norms of the smart education platform at the main forum. Teachers' digital literacy describes the digital literacy that teachers should have in the future from five dimensions: digital consciousness, digital technology knowledge and skills, digital application, digital social responsibility and professional development, so as to promote the deep integration and application innovation of digital technology and education and teaching.

It is understood that teachers' digital literacy refers to teachers' awareness, ability and responsibility of correctly using digital technology to acquire, process, use, manage and evaluate digital information and resources, discover, analyze and solve educational and teaching problems, and optimize, innovate and change educational and teaching activities.
The framework of teachers' digital literacy includes five primary dimensions, 13 intermediate dimensions and 33 advanced dimensions. The first dimension includes: digital consciousness, digital technology knowledge and skills, digital application, digital social responsibility and professional development. Each primary dimension consists of several secondary dimensions, and each secondary dimension consists of several tertiary dimensions.
These standards will be used to train and evaluate teachers' digital literacy. The specific contents include: being able to master the principles and methods of selecting digital equipment, software and platform in education and teaching; Can use digital evaluation tools to analyze students' learning situation, and use intelligent marking system, question bank system, learning ability and learning style to analyze; Can use digital technology resources to find students' learning differences and give targeted guidance.
