By 2025, our province will improve the teacher training service system with normal universities as the main body, train a group of primary and secondary school teachers and principals with master's degrees, train a group of outstanding primary and secondary school teachers in a targeted manner, promote a new round of "three levels and three categories" backbone teacher training plan for basic education, and carry out the construction of the backbone system for campus principals of basic education.
Teacher training is professional, standardized and accurate, and a number of normal education bases and teacher training demonstration bases have been built. The plan emphasizes that it is necessary to effectively promote normal colleges to take normal education as the main responsibility and improve the curriculum system of normal education, and the proportion of normal majors will gradually reach more than 60%. Implement a full-time training program for primary and secondary school teachers with no less than 360 hours every five years.
Improve the ability and quality of teachers in an all-round way. We will implement the teacher qualification certification for public teachers in primary and secondary schools, the "Excellent Teacher Program" and the exemption system for master of education. Continue to promote the institutionalization and normalization of exchange rotation between principals and teachers in the county, and reasonably determine the scope and proportion of exchange rotation. The proportion of exchange rotation teachers in the county is not less than 10% of the total number of teachers who meet the exchange conditions.
Among them, famous teachers (super teachers, teaching experts, academic leaders, famous teachers, etc. ), senior teachers and first-level teachers should not be less than 30% of the total exchange, guide outstanding principals and backbone teachers to flow to rural schools and weak schools, and effectively improve the quality of exchange rotation.
