This is illegal. The "Notice on Serving Lifelong Learning for All and Promoting the High-quality Development of Online Education in Modern Distance Education Pilot Universities" issued by the Ministry of Education (hereinafter referred to as the "Notice") requires universities to strictly control the enrollment, process and withdrawal of online higher education students, so as to promote online education graduates to reach the level equivalent to their full-time similar majors. Continuing education, lifelong education and national education are often mentioned topics in recent years. The Ministry of Education pointed out that some colleges and universities have some problems in the process of organizing online education in modern distance education pilot colleges and universities, such as unclear positioning of some schools, extensive enrollment management, imperfect teaching management system, lax export control and poor supervision of learning centers. It is strictly forbidden to charge students through intermediaries or agents. In terms of enrollment, the circular requires that the enrollment scale be reasonably determined, the enrollment behavior order be standardized, and the entrance examination be strictly organized. Pre-qualification of students shall be conducted in strict accordance with the regulations, and the responsibility and rights of enrollment shall not be transferred or entrusted in any form. It is strictly forbidden to enroll students and charge fees through individuals, intermediaries and training institutions. Regarding enrollment propaganda, the Notice clearly stipulates that vague, false and illegal enrollment information shall not be released to mislead students. For social organizations and individuals who use the name of the school to carry out illegal propaganda, colleges and universities should take the initiative to issue announcements, clarify the facts, remind learners to consult and register through formal channels, and take necessary measures to safeguard their rights and interests according to law and eliminate the influence. It is not allowed to transfer the responsibilities of enrollment, courses and examinations in colleges and universities in any form. The circular requires that colleges and universities should scientifically formulate talent training programs, strictly implement teaching plans, and standardize teaching management links such as teaching organization, curriculum teaching, learning support, practical teaching, and curriculum assessment. Promote online and offline mixed teaching, ensure an appropriate proportion of face-to-face teaching, and encourage real-time interactive teaching between teachers and students. Make the whole teaching process recordable, monitorable, evaluable and traceable. At the same time, the circular encourages universities to establish directly affiliated learning centers and carefully choose cooperative education institutions. The off-campus learning center should meet the corresponding conditions, set up according to the regulations, conform to the school development plan, ensure the reasonable layout, and publicize it to the public. It is not allowed to transfer the responsibilities and rights of running a school in any form, such as specialty and curriculum setting, enrollment, examination proposition and marking, thesis defense, graduation and degree application qualification examination.
