"Six guarantees" refers to ensuring residents' employment, basic livelihood, market players, food and energy security, industrial chain and supply chain stability, and grass-roots operation. The relationship between the two is: "six stabilities" is the overall situation and the goal; "Six Guarantees" is the premise, grasping hand, bottom line and key point of "Six Stability".
