Article 1 In order to improve the teaching quality of affiliated colleges and universities, promote the teaching construction and reform of colleges and universities nationwide, and cooperate with the construction and reform of the "Reform Plan of Teaching Content and Curriculum System of Higher Education Facing 2 1 century", "National Basic Liberal Arts Training Base" and "National Basic Engineering Course Teaching Base" organized by our Committee, the special fund for teaching construction and reform of colleges and universities directly under the State Education Commission (hereinafter referred to as the "Reform Fund") is specially established. The management and cooperation of funds shall be managed by project objectives, and a review and evaluation system shall be established. Article 2 The funding scope of the education reform fund is mainly used for the teaching construction and reform of the projects of "Reform Plan of Teaching Content and Curriculum System of Higher Education Facing 2 1 century" (2 million per year), "National Training Base of Basic Arts" (5 million per year) and "National Teaching Base of Basic Engineering" (6 million per year) approved by the State Education Commission. Article 3 The scope of use of the education reform fund mainly includes: the research on the reform of teaching content and curriculum system, the construction of teaching materials, the reform of teaching methods and teaching means approved by the State Education Commission; The "liberal arts base" and "engineering base" serve undergraduate students in the construction of teaching laboratories, the purchase of teaching instruments and books, the construction of production practice bases, teaching reform and teaching research. In principle, instruments and equipment exceeding 50,000 yuan cannot be purchased. Article 4 The application procedure of the education reform fund

Commissioned institutions that have been approved by the state to set up the "National Basic Art Training Base" and the "National Basic Engineering Course Teaching Base" may apply to the State Education Commission for educational reform funds according to the construction objectives of the "bases". The maximum amount of each application is 400,000 yuan. When applying, you should fill in the Application Form for Special Funds for Teaching Construction and Reform in Colleges and Universities Directly under the State Education Commission (I), and attach the school's demonstration report, including: the current situation of the project; The objectives, plans and measures of project construction and reform; The amount of funds applied; The detailed use of the fund and the corresponding supporting investment of the school. Where the project of "Higher Education Oriented to 2 1 Century Teaching Content and Curriculum System Reform Plan" is approved by our Committee, the lead school shall fill in the Application Form for Special Funds for Teaching Construction and Reform of Colleges and Universities Directly under the State Education Commission (II) and apply to the State Education Commission.

Schools applying for educational reform funds shall submit fund project application reports in the first quarter of each year. When a project that needs to be built for many years is declared for the first time, a more detailed overall construction plan and annual implementation plan should be attached. In the first quarter of the following year, submit the completion and benefit report of the project approved and implemented in the previous year. Article 5 Examination, approval and distribution of educational reform funds

The special fund evaluation committee of colleges and universities directly under the State Education Commission is responsible for the approval and release of project applications.

The application project shall be demonstrated and screened by the relevant personnel and experts organized by the special fund group, and put forward opinions, which shall be submitted to the special fund review committee of the State Education Commission for examination and approval.

The office of the special fund group depends on the Ministry of Higher Education.

Approved projects and funds are allocated to schools in the second quarter of each year. Article 6 Fund management

After the special funds are distributed to the relevant colleges and universities, the school should immediately organize the implementation, adhere to the principle of earmarking, and ensure the implementation of school matching funds. School leaders in charge of teaching should be responsible for the implementation of the project, and strengthen the inspection, supervision and acceptance of the project implementation. Article 7 Inspection, supervision and evaluation of projects

The special fund review committee organizes experts to conduct irregular inspection and supervision on the implementation of school projects, and requires schools to provide fund audit reports when necessary. The special fund review committee organizes a comprehensive evaluation of the implementation, main objectives and benefits of school projects every two years. Article 8 rewards and punishments

After review by the special fund review committee, the completed project will be commended and rewarded, and the follow-up project plan will be given priority for examination and approval; Units and individuals who use project management improperly and violate these provisions will reduce or stop reporting new projects as appropriate, and shall be investigated for administrative responsibility. Article 9 These Provisions shall be interpreted by the special fund evaluation committee of colleges and universities directly under the State Education Commission.
